F. 08:09:22 AM (00:16:16) Special Presentation
1. Community Housing Fund Request: Human Resource Development Council IX;
Preservation of Boulevards Apartments and Darlinton Manor
a) Application and supporting materials

Tracy Menuez presented on behalf of The HRDC for the Boulevards Apartments and Darlinton Manor
Preservation. Ms. Menuez shared that The Boulevards has 41 units (39 subsidized) and is unique in the way that
it is funded with subsidies renewing annually.
08:14:36 AM (00:21:31) Darlinton Manor has 100 units (85 subsidized). Combined with The Boulevards project,
Darlinton Manor offers enough units to participate in a less competitive funding request process. The acquisition
rehab process would add 17 subsidized units which would ensure that residents pay 30% of income toward rent.
08:18:22 AM (00:25:17) Ms. Menuez discussed how preservation fits within the Bozeman Housing Bridge and
reviewed where other HRDC projects fall on the housing continuum. Following, Ms. Menuez reviewed the scope
of work required for The Boulevards apartments and Darlinton Manor for rehabilitation and accessibility.
08:22:29 AM (00:29:23) Ms. Menuez reviewed the budget for this project. HRDC is requesting $500,000 from
the City of Bozeman. Following, she reviewed the schedule with major milestones. The goal would be for
construction to be complete at the end of March, 2021.
08:25:36 AM (00:32:31) Ms. Menuez responded to questions from Board Chairman, Kevin Thane regarding
funding, subsidy preservation, and the benefit of tax credit funding with a development of this scale.
08:36:07 AM (00:43:01) Ms. Menuez provided more information regarding The Good Housing Partnership,
which is a partner in The Boulevards and Darlinton Manor redevelopment project.
08:37:59 AM (00:44:54) Ms. Menuez reviewed the deed restriction in order to maintain long term affordability
with the properties. Following, Ms. Menuez answered additional questions regarding budget line items.
08:41:44 AM (00:48:39) City Commissioner Terry Cunningham asked about new legislation for funding
affordable housing projects.
08:44:54 AM (00:51:48) Chairman Thane explained that the board will consider this proposal, score the project,
and return in a following meeting for deliberation.

Having reviewed the materials provided, considered the applicant’s presentation, and reviewed the
findings contained in the staff memorandum, I hereby move to recommend the approval of the
Norton East Ranch Subdivision Affordable Housing Plan.
08:45:21 AM (00:52:16) Greg Stratton of Kilday and Stratton presented on behalf of the Affordable Housing Plan
for the Norton East Ranch Subdivision, phase 5.
08:49:28 AM (00:56:22) Mr. Stratton responded to questions from board members.
08:52:52 AM (00:59:47) Karen Stambaugh, City Attorney, made a point of order that Greg Stratton should not
present as an applicant to the board on which he sits, referencing BMC Sec. 2.03.520.F
08:58:02 AM (01:04:56) Item continued to October CAHAB meeting.
H. Discussion
1) 08:58:31 AM (01:05:25) CAHAB member progress reports on information and resources
they are gathering to provide basis for discussion and recommendation to staff on
including condominiums in the scope of the Affordable Housing Ordinance. CAHAB will
discuss how they will compile and present to staff the research they have conducted.
08:59:57 AM (01:06:51) Board Member Kyla Tengdin reached out to Park City, Utah, a municipality which
includes Condos in their affordable housing program. Ms. Tengdin asked about a representative from Park City
providing a presentation on an upcoming agenda.
09:02:41 AM (01:09:36) Chairman Thane provided some background on the challenges posed with the inclusion
of Condos in the Affordable Housing Ordinance and suggested some modifications to the ordance.
09:09:24 AM (01:16:19) Board members discussed the idea of recommending that the Unified Development
Code and Affordable Housing Ordinance be modified to include Condominiums. …. Tanya Andreasen
recommended compiling research findings in writing to support this idea.
2) 09:13:33 AM (01:20:28) CAHAB initial discussion of ensuring long term or perpetual
affordability using shared equity homeownership programming for publicly subsidized
homes as mandated by the Affordable Housing Ordinance.
09:13:33 AM (01:20:28) Board members discussed the possibility of implementing a framework for land trusts
to promote long term affordability without adding processing time.
09:17:19 AM (01:24:14) Chairman Thane suggested that in a future meeting, the board recommend that
Community Development pursue establishing a land trust framework through the RFP process for consideration
by the City Commission.
09:19:14 AM (01:26:09) Commissioner Cunningham clarified that this would require additional steps by the City
Commission before any work is directed toward Community Development staff. Following, Chairman Thane and
Commissioner Cunninham discussed the fact that this would require a change to the ordinance first.
3) 09:21:58 AM (01:28:53) Down payment Assistance availability for people who are income
qualified if they are purchasing a unit that is being sold at an affordable price even if the
unit isn't being sold through the Affordable Housing Ordinance.
Board members discussed the possibility of down payment assistance funds being available to income qualified
participants outside of homes constructed through the Affordable Housing.
09:26:48 AM (01:33:42) Rita Ripley-Weamer of HRDC provided some information regarding down payment
assistance funds currently available to applicants outside of the Affordable Housing Ordinance.
09:28:08 AM (01:35:02) Director of Community Housing, Martin Matsen, shared that the down payment
assistance funds are available as an incentive for anyone willing to sell an affordable home as defined by the
Ordinance. The home does not need to be developed through the ordinance. Following, Mr. Matsen explained
the administrative process required for down payment funds to be allocated.
09:35:54 AM (01:42:49) Board member Noel Seeburg asked if the home buyer would be able to submit an
affordable housing plan rather than the seller. Mr. Matsen confirmed this is possible with sign-off from the
seller.
09:40:44 AM (01:47:38) Mr. Matsen and Chairman Thane discussed the possibility of a deed restriction for long
term affordability with homes developed through the Affordable Housing Ordinance.
4) CAHAB initial discussion about proposing specific changes to the City of Bozeman’s
Unified Development Code.
5) Community Housing Fund Application Portal and application review cycle.
6) Engagement opportunities with the City of Bozeman Public Works Review of Engineering
Design Standards project.
7) CAHAB contribution of suggested ideas to the Request for Proposals for auditing the
Unified Development Code to be written by staff.
