Appointments to PTS Committee Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Mike Maas, City Clerk SUBJECT: Appointment to the Pedestrian and Traffic Safety Committee (PTSC) MEETING DATE: October 13, 2020 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the City Appointee (Voting) position on the Pedestrian and Traffic Safety Committee to a term ending December 31, 2021. STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND: The Pedestrian and Traffic Safety Committee has one vacant City Appointee (Voting) position due to a term that expired on December 31, 2019. One new applicant has applied. The City of Bozeman, County of Gallatin, and the Bozeman School District established the Pedestrian and Traffic Safety Committee in an Interlocal Agreement dated December 22, 1976, and on file at the Gallatin County Clerk and Recorder's Office. Duties on this Committee advise all three of those governmental bodies on matters of both motorized and non-motorized travel safety in the greater Bozeman area. Under an Interlocal Agreement dated February 6, 1990 the Pedestrian and Traffic Safety Committee added one additional duty (i.e., to serve as a sounding board for proposals advanced to the Transportation Coordinating Committee). The Committee's voting membership comes from four sources: (1) the City appoints two members, (2) the County appoints two members, (3) the Bozeman School District appoints two members, and (4) those six people can elect zero, one, or two additional At-Large voting members. This committee currently has one City Appointee (Voting) vacancy. The City Clerk’s Office has received one application with their relevant qualification indicated below. 1. (○) No Please explain your relevant qualifications, interests and experiences: As a political science student and intern for The Montana Public Interest Research Group, I am fairly engaged in democracy in both the micro and macro of government. From registering new students to vote to studying the mechanisms of the city government, it is something iv'e always been interested in. The reason the Pedestrian and Traffic Safety committee interests me in particular is because it affects me especially. As someone who lives in the dorms of MSU, I am almost always travel bound (on foot, I don't own a bike) to get from anywhere to the grocery store across the street to the dentists office 30 minutes away. As a daily pedestrian crossing streets to get to point A to point B, how Traffic is handled can determine anything from transit time to safety crossing the street.
