RE: Wetland and Watercourse Technical Review Services
Dear Mr. Kruger,
I am writing you today to express my interests in providing you technical review services for projects on,
or adjacent to, local wetlands and watercourses. I am an aquatic ecologist with 30 years of academic
and professional experience working throughout the United States. I have developed ecosystem tools
for state, tribal, and federal agencies to assess ecosystem integrity, function and condition of aquatic
invertebrates, instream habitat, and vegetation, soil, and hydrology of multiple wetland classes across
multiple assessment scales. I collected and analyzed physical and biotic data on over 300 miles of
wadeable streams and riparian areas (about forth order and smaller) and 150 miles of large rivers (about
fifth to sixth order streams). Additionally, I delineated or performed jurisdictional determined on over
1,200 square miles wetlands of land in Alaska, Washington, California, New York, Florida, and Montana.
Finally, I have spent the last 25 years working as a wetland and stream consultant to assist private and
public clients with policy development, permit assistance, mitigation design and monitoring, and natural
resources construction monitoring to ensure permit compliance.
I was on the Wetland Review Board for City of Bozeman for three years between 2006-2008 until I
began my PhD at UM. Since 2014, I have been a with MSU as a research professor where I have been
teaching Wetland and Riparian Ecology and conducting annual training on ecological assessment and
stream ecology for the Army Corps of Engineers. I have published several wetlands and riparian papers
and regulatory documents, and my current research focuses on the assessment of Montana wetlands
and riparian areas using remote sensing to address how management affects ecological services. I am
currently developing an aquatic rapid assessment of services tool that will act as a module to existing
wetland assessment approaches. These projects will help focus our local management of aquatic
ecosystem services and better support the well-being of our community. The goal of all my research and
consulting work is to provide straightforward analysis of ecological data and interpretation of local,
state, and federal regulatory language to facilitate a translation for management application.
My consulting experience has exposed me to Bozeman’s sensitive areas ordinances and over the course
of my career to regulatory guidance across multiple cities, counties, states, and federal agencies. I am
well versed in local permitting processes and am very familiar with both high and low-quality permit
packages. As noted by my time in the Wetland Review Board, I am very helpful with permitee’s needs,
but will expect them to follow the rules that articulated in the City’s code. For these services, I will bill at
the rate of $75/hour. I have attached a copy of my current curriculum vitae and I can provide references
upon request. I look forward to talking with you more about this opportunity.
Sincerely,
William Kleindl
