Reimburse Gallatin Co. for Stucky Road Pavement Overlay Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Taylor Lonsdale, Engineer III Shawn Kohtz, City Engineer SUBJECT: Reimburse Gallatin County for the City of Bozeman’s share of the Stucky Road pavement overlay. MEETING DATE: October 13th, 2020 AGENDA ITEM TYPE: Consent RECOMMENDATION: Reimburse Gallatin County in the amount of $44,760.00 for the City of Bozeman share of the Stucky Road Pavement overlay. BACKGROUND: The City of Bozeman has an established pavement management plan. Each year, through the use of Street Maintenance Funds, City Engineering contracts mill and overlay and chip seal streets maintenance projects. This annual street maintenance work is an investment in the longevity of our streets. This investment in pavement preservation extends the life of our streets and reduces the need for more expensive reconstruction projects. In Fiscal Year 2020, City Engineering partnered with Gallatin County on a pavement overlay project on Stucky Road. Gallatin County identified Stucky Road, between S 19th Avenue and Cottonwood Road, as a priority project for them in the summer of 2020. In 2015, the City of Bozeman annexed 20 acres and approximately 1300 feet of Stucky Road. This City segment lays within the area identified for a pavement overlay project by Gallatin County. Gallatin County Engineer, Levi Ewan, reached out to City Engineering to see if we were interested in partnering with them on the project. Funding is available in the fiscal year 2021 budget for the City share, and it was therefore seen as an opportunity to leverage our Street Maintenance funds and work with Gallatin County to cooperatively maintain a road that serves both city and county residents and more efficiently complete the road maintenance work using a single, combined City and County project. The work was awarded to Knife River through a bid process conducted by Gallatin County. The work was completed this summer, and the City has been invoiced by Gallatin County for the work. The City of Bozeman share of $44,760.00 is based on the proportion of the project within the City and the cost to raise city sanitary sewer manholes to match the new pavement surface. UNRESOLVED ISSUES: None ALTERNATIVES: Disapprove FISCAL EFFECTS: This project will be paid for with approved funding from the FY21 Street Maintenance Fund - Maintenance and Rehabilitation (Mill & Overlay) Project Number STR71.
