SUBJECT: Appointment to the Community Affordable Housing Advisory
Board (CAHAB)

RECOMMENDED MOTION: I move to appoint up to five members to Community Affordable
Housing Advisory Board (CAHAB) to the following positions and terms:
One Organization providing services to low and moderate income persons with a term ending June
30, 2023,
One Construction Industry position with a term ending June 30, 2023,
One Low or Moderate Income Person with a term ending June 30, 2023,
One Citizen with a Demonstrated Interested in Special Needs Housing with a term ending June 30,
2021, and/or
One Community Member At-large with a term ending June 30, 2022.
STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from the community and
stakeholders.
BACKGROUND: The CAHAB currently has five vacancies. Three positions are available due
to the expiration of their terms on June 30, 2020. One CAHAB member with an expired term is
term limited in their current role, the other two members are eligible to reapply for their current
positions and have submitted applications. The CAHAB also has two positions that have been
vacant for some time with no holdover board member filling those positions. A total of eleven

applications for the five vacancies have been received.
The CAHAB was created under Commission Resolution No. 3056, superseded by Commission
Resolution No. 3540 adopted on September 16, 2002, and again superseded by Commission
Resolution No. 4948 adopted on August 13, 2018. On February 25, 2019, the City Commission
adopted Commission Resolution No. 5023 whereby a representative of HRDC nominated by the
HRDC’s Board of Directors or by HRDC’s Chief Executive Officer, shall be confirmed by the
Bozeman City Commission. The HRDC representative shall serve a term of three (3) years as a
non-voting ex-officio member of the CAHAB.
The purpose of the CAHAB is to provide recommendations to the Commission on requests for
expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community
Housing Fund (which is funded through the City's General Fund); to advise the Commission on
affordable housing needs, issues, policies, and regulations; to work with the City and other groups
to formulate programs and projects for meeting Bozeman's affordable housing needs; and to
advise the Commission on affordable housing plans for annexations and any related development
proposals.
The Board is comprised of seven members, and one non-voting ex-officio member, serving
staggered three-year terms, with terms to end on June 30 of each year. Members must be of legal
age, and a majority of the members shall be residents of the city. Non-resident members must
have a tangible connection with the City by virtue of working in the city or owning property in
the city. Members must represent the following:
(1) real estate financing / sales
(2) construction industry
(3) organization supporting the availability of low- and moderate-income housing
(4) organization providing services to low- and moderate-income persons
(5) member of the public certifying that he or she is a low or moderate-income person as
defined by the City's affordable housing policy
(6) citizen with demonstrated interest in special needs housing
(7) community member at-large
(8) HRDC representative
Pursuant to Resolution 4948, Section 1, “[I]f a position requiring a specific qualification remains
vacant for three (3) months, the Commission may waive the requirement and fill a vacant
position with a community member at large.”
As explained above, this Board currently has five vacant positions, including three due to
expired terms. The City Clerk’s Office has received eleven applications, with their relevant

I am applying for the vacant position on the Community Affordable Housing Advisory Board for a citizen
interested in special needs housing. I currently serve as chair of the Community Affordable Housing
Advisory Board and have been on the Board since 2014. During that time I have gained significant insight
into the requirements and challenges of special needs housing. Additionally, for the past several years I
have coordinated the preparation and serving of breakfast for the homeless during the Warming Center
season which has given me the opportunity to interact with this population and gain some insight into the
physical, social and mental health needs and challenges faced by this group. Serving on the Housing
Working Group that developed the Bozeman Community Housing Action Plan afforded me the opportunity
to explore and contribute to strategies targeted at addressing policies related to some of the facets of the
special needs population of Bozeman. For the past 7 years I have served on the Greater Gallatin Homeless
Action Coalition (GGHAC) which works to coordinate resources and programs for the special needs
community in the Gallatin Valley. I am currently serving on the board of Family Promise, another local
organization which provides services to homeless families in Bozeman, including those with special needs,
and have been a volunteer with Family Promise for many years. Understanding that there is no solution to
homelessness, my interest lies in the opportunity to make progress by providing additional avenues to
address the issues surrounding homelessness.

After living and working seasonally for over eight years, I was interested in finding a community where I
could feel at home and invest in my future. Bozeman seemed like a great fit for me, so I moved here to live
full time in 2017. After taking the First Time Home Buyers course with the HRDC last year, I have been
looking for a home to purchase and have experienced some of the challenges that exist for someone who is
in the low-moderate income category. This valley offers an ideal mix of recreation, arts, and culture but I
believe that intentional development in affordable housing is critical to preserve and grow a vibrant and
diverse community. I want to serve the Bozeman community by being a voice on the Community Affordable
Housing Advisory Board and bring opportunity to more people that live, work, and thrive here.
Throughout my professional life I have worked collaboratively with coworkers to solve problems, refine
systems, and educate others in a variety of fields from outdoor education, team management, and
curriculum development. I am excited to bring a mature and respectful communication style that is
grounded in listening and inclusion to this position. I am reliable, articulate, responsive, and have a passion
for serving others.

Practicing as an architect, I have extensive experience designing a variety of affordable and workforce
housing projects across the United States. I am currently designing a workforce housing condominium
project in Bozeman called Bozeman Cohousing. I have worked on projects in other high-value markets such
as the Bay Area. In addition to experience with conventional subsidized affordable housing, I have extensive
experience with the design and development of cohousing communities, which are facilitatively designed
with and developed by the future residents. These communities incorporate affordability and income
diversity in both the initial sale price as well as programs for those living in them.
For the seat on the board reserved for members of the design and construction industry, I can bring the
perspective of someone who has struggled to create subsidized affordable housing as well as unsubsidized
workforce housing under the current Bozeman regulatory framework.
Lastly, earlier in my life I was a beneficiary of Boulder, CO's affordable housing program, where I lived in a
community housing cooperative that was permitted and funded in party by city affordable housing dollars.
While living there I was able to transition from a subsidized product to an at-large dwelling in the same
community as the program facilitated my personal economic development.

I am qualified and interested in serving as the Construction Industry Representative for the CAHAB due to
my unique position as a prefabricated housing builder targeted solely at producing affordable housing for
members of our community. Our venture was founded out of frustration with a lack of tangible solutions to
the affordable housing shortage, and the construction boom going on in the City of Bozeman ignoring the
housing needs of those that live and work here. I feel that we are well positioned to represent the
construction industry as I have previous relationships with subcontractors, vendors, and suppliers in the
Gallatin Valley, and I am interested in taking a unique approach to solving some of the supply shortage of

hurdles and pitfalls in affordable housing, as well as help target contacts within the industry to alleviate

My name is Brian Rasch. I have been in the construction industry for 5+ years. I graduated from
architecture school in the fall of 2014. As a young professional who has lived and worked in areas heavily
gentrified, I have experience living in affordable living, as well as seeing the challenges within the
construction industry to keep up with the demand. In 2017, I was invited to the Board Bank Program put on
by United Way. The Board Bank Program actively recruits and trains community professionals to become
valuable board members. Upon graduating this program, I served on the Larimer County Parks for two
years in Fort Collins, working on master planning, before moving to Bozeman.
My daily work does not consist of affordable living projects. I see being apart of this committee as an
opportunity to be a part of the change I think is necessary to maintain a diverse and strong community in
Bozeman. Up until the pandemic, I had the opportunity of studying affordable living in New Zealand and
their attempts to keep their native populations by investing in designing affordable living for their future. I
would like the opportunity to be a part of this committee to learn from other community members and
bring sound construction knowledge to apply tactics that I learned both abroad and living in the Rocky
Mountain West.
