SUGGESTED MOTION: I move to appoint one member to the Recreation and Parks Advisory Board for the position of Secondary or Home-Schooled Student with a term ending August 31, 2021. BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has three vacant positions. There are currently no qualified applicants for the following positions: 1. One (1) Secondary or Home-Schooled Student position with a term ending August 31, 2021. 2. Two (2) County Recommendation positions with a term ending December 31, 2020. The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on February 3, 2018 to include one student from Montana State University. The Board consists of up to fourteen members appointed by the City Commission serving three-year staggered terms, except for the two students, who serve one-year terms. Members must represent the following: 315 1. Seven of the members shall be city residents appointed by the city commission; 2. Two members shall be recommended by the county board of commissioners, with final appointment to be made by the city commission; 3. Up to (2) student members, one from Montana State University, the other from an area secondary school, including home schooled students, may be appointed by the city commission, with city residency being a consideration, but not a mandatory requirement. If no students apply for these positions by October of a given year, then interested residents may apply for and be appointed for one year terms. Student one year terms shall begin in September and end in August of each year. A majority of the members on the board, regardless of its size, shall be residents of the city. The Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu proposals forwarded during the planning/subdivision process. This board currently has three available positions. The City Clerk’s Office has received no qualified applicants for the positions. As such, the Mayor has chosen to invoke the clause allowing for a replacement applicant to be appointed in the position of Secondary or Home- schooled Student with a term ending August 31, 2021. 1.
