SUBJECT: Appointments to the Impact Fee Advisory Committee (IFAC) MEETING DATE: October 6, 2020
AGENDA ITEM TYPE: Action
RECOMMENDED MOTION: I move to appoint three members to the Impact Fee Advisory
Committee with terms according to their positions.
STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from the community and
stakeholders.
BACKGROUND: The Impact Fee Advisory Committee (IFAC) currently has three vacant
positions:
1. Citizen of Bozeman not Employed in the Development Industry, with a term ending December
31, 2021
2. Land Developer, with a term ending December 31, 2020
3. Builder, with a term ending December 31, 2020
One new application has been received for the Builder, with a term ending December 31, 2020.
Two positions have expired terms:
1. A Certified Public Accountant who Shall Hold no Other Public Office or Employment expired
December 31, 2019
2. Other member as selected by the City Commission expired December 31, 2019.
Both current committee members have reapplied for their positions.

The Impact Fee Advisory Committee, established under 7-6-1604, MCA, shall consist of nine
members to be appointed by the City Commission. The members shall be:
The City Engineer;
The City Finance Director;
A certified public accountant who shall hold no other public office or employment;
1 builder;
1 land developer;
2 citizens of Bozeman not employed in the development industry; and
2 other members as selected by the City Commission.
A majority of members must be residents of the City of Bozeman. Appointments are made for two
years. The Committee will act in an advisory capacity to the City Commission.
This board currently has three vacancies and two expired terms. The City Clerk’s Office has
received one new application, and two reapplications with their relevant qualifications
indicated below.

I am a Project Manager for Langlas and Associates and work on many projects in the City of Bozeman. I
work with through the permitting process many times a year on large commercial projects every year.
Impact fees are always something that we are involved with getting paid on these projects and explaining
to Owners what is included in the impact fees and how they are relevant to their project along with what
agencies make up the fees costs. I am interested in learning more about how the fees are set and gaining
that knowledge to can better inform clients and the general construction community with that information.
