Changes to the AgendaNoneC. Approval of minutes for July 9,2020 (Exhibit I )Review action item about the Residential permits from July, and add more details to reflect thediscussion. Bring back the minutes for approval in September.D. Public Comment - Members of the audience or their agent maybe invited to present testimony or ev¡dence. To be recognized, each persondesiring to give testimony or evidence shall step forward and, after beingrecogn¡zed, give their name and address for the record. The presidingofficer may establish a time frame for each public comment but in no caseshall such timeframe be less than three (3) minutes per speaker. Thepresiding officer may lengthen or shorten the time allotted for publictestimony.Mike Veselik explained the process to make public comment at today's meeting.Kathy Powell, 1215 S 3d Ave, commented on the July minutes and how she would like to seemore details about the residential permit discussion reflected in the minutes.E. Resolution 2020-06 A RESOLUTION OF THE BOZEMAN PARKINGCOMMISSION OF THE CITY OF BOZEMAN, MONTANA, INCREASINGTHE COST OF PARKING LEASES AT THE BRIDGER DOWNTOWNPARKING GARAGE AND BLACK, ROUSE, N. WILLSON, AND S.WILLSON SURFACE LOTS. (Exhibit 2)Mr. Meece explained the resolution, and how it aligns with the Strategic Parking ManagementPlan. He discussed the proposed rate increases.Commissioner Pohl asked questions about the hourly rate, and the 2 hour free parking.Commissioner Egge commented on the memo from November about the rate increase, andasked about the current waitlist. Exhibit 2: Bozeman Parking Commission, LO/8/2O2OMr. Meece explained that Resolution 2019-02 from November 2019 and todays Resolution 2020-06 are very similar.Laurae Clark commented that we have been clearing the waitlist regularly, and we currently have5 people on the waitlist and 20 permits available.Commissioner Neubauer asked if any consideration has been given to having different rates forthe UDC holders versus the monthly/annual permit holders.Mr. Meece explained that the monthly permit holders provide the most flexibility for managing theparking garage. He also explained the value of the UDC leases to private developers, and howthey help to meet development codes for parking.Chair Ness commented the comparison with different cities, and the value differential on thegarage permits and parking.Mr. Meece stated that the Armory has 100 UDC parking leases in the basement of the garage,and will begin utilizing them this month.Commissioner Carpenter stated he would like a consideration of current economic conditions tohave an impact when considering pricing.Mr. Fontenot commented on the "touchless" trend in the parking industry, and how Bozeman isadvancing in this direction with the addition of new technology.Public Comment:Cory Lawrence, 24 W Mendenhall; He urges the commission to not increase rates. Hecommented on the history of the rate increase. He pointed out that the UDC leases are at themercy of the commission. He commented on the opening of the hotel, and the world pandemiccurrently trending. He pointed out the unstable current economic conditions.Ashly Ogle, 5 E Lamme; Echoed what Mr. Lawrence stated. She also commented on the rateincrease, and how the UDC lesees are not able to control the rates, as well as the currenteconomic conditions of downtown. She asked to delay the conversation of rate increase at thistime.Matthew Beehler, 3219 Summerset Drive; Urged the commission to do further research on thetopic of rate increases, and questioned how to strike the balance and find a common ground forthe rates.08:37:45 AM (01:10:0L)Commissioner Pohl feels conflicted about the topic and pointed to the strategic plan. Shecommented on her concerns about the current economic condition of the community. She alsopointed out that the rate increase would not reflect until January.Commissioner Egge commented on the rate increase and the current economic conditions.Commissioner Carpenter commented on his concern of the uncertainty of the current economiccondition. Exhibit 2: Bozeman Parking Commission , t0/8/2O2OCommissioner Neubauer pointed out his view of UDC leases, and his concern of raising the rateson monthly permits.Chair Ness commented on the development downtown and how the garage has been apartnership -- and the pricing should be as well. He commented on the current economicconditions, and 2021 may be a better time to discuss the pricing of the garage.Deputy Mayor Andrus urges the parking commission to make a decision as there are other itemsaffecting parking that need to be discussed.Commissioner Neubauer pointed out that the current garage is not funding itself, and questionedtalking about building another parking garage.Chair Ness made a motion to keep the 2020 rates, Commissioner Egge seconded the motion.Committee Member - James Ness: MotionStaff - Ed Meece: N\ACommittee Member - Paul Neubauer: DisapproveBoard Member - Randv Caroenter: DisaooroveBoard Mmr-P2. Discuss citizen engagement efforts regarding fiscal sustainability of theMontana State University and Bozeman High School Residential ParkingPermit Districts.Mr. Meece explained the question of citizen engagement for the parking districts. He said thattoday's question is to find clarity on working with the residents to make the district more fiscallyresponsible.Commissioner Pohl pointed out that using a more appropriate tool to manage the district shouldbe assessed.3. Resolution 2020-07 A RESOLUTION OF THE BOZEMAN PARKINGCOMMISSION OF THE CITY OF BOZEMAN, MONTANA,AUTHORIZING THE PARKING PROGRAM MANAGER TO SIGN ASCOPE OF WORK WITH T2 SYSTEMS INC. FOR THE PURCHASE ANDINSTALLATION OF LICENSE PLATE RECOGNITION/PARKINGENFORCEMENT TECHNOLOGY tN ONE (1) PARKTNGENFORCEMENT VEHICLE OWNED BY THE CITY OF BOZEMAN.Exhibit 3Mr. Meece explained the resolution and the contract of the technology being discussed. Heexplained the price of outfitting the city vehicle with the proper technologyChair Ness questioned the annual dollar amount. Parking Program Manager Report (Exhibit 4)Mr. Meece stated that the City of Bozeman takes public comment and participation very seriously,and that Mr. Lawrence was not denied any opportunity to provide public comment. ln fact, theEconomic Development scheduled several recent meetings with Mr. Lawrence to discuss the rateincrease topic, which Mr. Lawrence cancelled or did not attend.Chair Ness stated that he did not interpret Mr. Lawrence's statement as being denied theopportunity to comment.J.NoneNew BusinessK.
