Attached is additional information that we requested and just received from the Bz CityClerk about the use of fines and fees to offset the costs of enforcement andadministration of the MSU/BHS Residential Parking Permit District.This info is from the: City Commission Bd packet for January 24, 1994 - Specifically the staff report fromAssistant City Mgr Ron Brey dated January 18, 1994.On pg 5 under “Cost to Implement” RPPD and on pg 7&8 under “Revenue” it statesthat fees and fines for violations are the revenue equation to use for a self-supportingRPPD.
This staff report from 1994 is additional information to what the University NeighborsAssoc (UNA) board emailed to all of you August 26, 2020 that included:

fiscal impacts of RPPD and use of fees and finesJan 18, 1994 - minutes from City Commission meeting - Asst City Mgr report
about fees and fines to be set by separate resolutionsJan 24, 1994 minutes from City Commission regarding how RPPD is to be funded
March 7, 1994 - adopted Ord 1377 - creating MSU RPPDJuly 14, 2020 - letter from former Asst City Manager regarding now MSU
RPPPD was set up to be fundedAug 5, 2020 - letter from former Asst City Manager regarding proposed permit
fees and use of fees and fines to cover cost of the program.
City Commissioners at their Aug 3, 2020 meeting asked the City Attorney to look into thelegal funding established in 1993 &1994 by the City Commission for RPPDs.
It is important to clarify RPPD funding so that the fiscal status of RPPDs is correctly analyzedand utilized.
