SUBJECT: Appointments to the Bozeman Parking Commission

RECOMMENDATION: Appoint two members to the Parking Commission to fill vacant terms.
STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from the community and
stakeholders.
SUGGESTED MOTION: I move to appoint one member to the Bozeman Parking Commission
for the term ending June 30, 2023 and one member to the term ending June 30, 2024.
BACKGROUND: The Bozeman Parking Commission has two vacant positions - one with a term
ending June 30, 2023, and one with a term ending June 30, 2024. Four new applications have been
received.
The Bozeman Parking Commission is responsible for managing and regulating public parking
in the City's Parking Districts to best serve the needs of its customers: businesses, residents,
employees, and visitors. The public parking garage in the city center is also under their authority.
The Parking Commission was created under Section 7-14-46, M.C.A., and Commission
Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by
Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976
Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005, and
Commission Resolution no. 4577, adopted by the City Commission on January 26, 2015.
The Parking Commission is a seven-member administrative board and also advises the
Commission regarding parking and fines in the Bozeman Downtown Parking Management
District. Under statutory provisions, members of the board are appointed by the Mayor, with the
approval of the Commission, to staggered four-year terms. In the past, every effort has been

made to appoint business people who have been assessed for SID No. 565, which provided the
funding for the four off-street parking lots over which the Parking Commission has control.
The Parking Commission currently has two vacancies. The City Clerk’s Office has received
four applications.

The Parking Commission's mission aligns with my skills, interests, and background. As a professionally trained and
AICP-certified City Planner who has lived in Bozeman for over three years, I have a full grasp of the role of the
Bozeman Parking Commission, the Strategic Plan Parking Plan, and the current work of this advisory board.
Moreover, parking fundamentally impacts the provision of affordable housing, multimodal transit services, and
climate change, personal interests of mine that have pushed me to apply for this vacancy to serve the City of
Bozeman. Having previously served as the Planning Director for Victor, Idaho and as the Senior Planner in Troutdale,
Oregon, I can also offer a strong background in City Board and Commission administration. It is for these reasons
that I respectfully submit my application for the Parking Commission vacancy.
Whether analyzing the parking needs of a project, neighborhood, or community, my abilities in managing and
regulating parking have been honed through practice. I have served as the Planning Director in both rural and urban
settings outside of Montana, and a primary responsibility for those roles was parking regulation. Having returned to
Bozeman after gaining significant experience, I identified the Parking Commission as a good fit for my skills and
interests and have been engaging with Commission members to learn more about their current work. I have spoken
at length with Jim Ness, Chris Naumann, Brit Fontenot, and other City of Bozeman Staff, and I have been closely
tracking the progress of the Downtown Parking Management District. With my background and current
understanding of the City's parking needs, I am confident that, if selected for this role, I would be able to contribute
from the outset of my appointment.
The work of the Parking Commission intersects several issues of personal importance: affordable housing,
community equity and inclusivity, and placemaking and stewardship of community resources. Affordable housing
and regional coordination in Gallatin County were the focus of my graduate thesis research, which was published in
2017 by the International Society of City and Regional Planners' at the 53rd Annual Congress. My research
highlighted the inextricable links between affordable housing, transit, and parking. That research also addressed
climate change, another linkage with transit and parking, and I have previously served as a member and organizer
for the Bozeman Climate Action Team. Moreover, as a devoted public servant, I value opportunities to consider
community parking holistically in an effort to enhance community equity and provide service multi-modal users,
such as bikers and walkers, and options to expand handicapped accessibility. This passion for engagement also
extends to a desire to seek opportunities to utilize public spaces to ensure public safety and social justice are served,
such as the ability to temporarily convert parking adjacent to downtown businesses into inclusive public art or to
create “new” public spaces to alleviate pandemic health concerns. I have been fortunate to hone my expertise in
these areas through firsthand experience, and it appears from conversations with Jim Ness that all these paradigms
will be vital for the Parking Commission to consider during the execution of their responsibilities.
While my previous public service positions have grounded my knowledge in parking regulation, these positions also
significantly advanced my experience in public meetings as well as my knowledge of the nature of board

and commission service. With many hours spent in City Board and Commission meetings reviewing proposed code
amendments with decision makers, I also have practice distilling complex issues to allow for ease of public review.
Furthermore, I innately know what is required for effective community service as an advisory board member: an eye
for detail, an ability to listen, and a pragmatic fact-based approach to decision-making. I would greatly hope to be
able to contribute the skills and experience elucidated in this application in service to the City of Bozeman as

I am one of the Owners of Treeline Coffee Roasters and having a cafe in the downtown area as well as the
Northside I am very invested on the future of parking for our little town. With the growth that we have
seen in our community, we need to make sure we are providing ample space for tourists and residents to
park and drive through busy areas of town.
I also serve on the WBC Board for Prospera and am part of the SkyOro work group, this gives me a good
pulse of what is happening around town and what parking / traffic flow needs are relevant for the current
times.
Finally, having a location downtown, I know that parking is an issue. In order for our community to continue
to grow and host the tourism industry, this is something we need to mitigate (or at least have a solid plan
for) before it gets too "out of hand".
