Appointments to Parking Commission Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Mike Maas, City Clerk SUBJECT: Appointments to the Bozeman Parking Commission MEETING DATE: September 22, 2020 AGENDA ITEM TYPE: Action RECOMMENDATION: Appoint two members to the Parking Commission to fill vacant terms. STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. SUGGESTED MOTION: I move to appoint one member to the Bozeman Parking Commission for the term ending June 30, 2023 and one member to the term ending June 30, 2024. BACKGROUND: The Bozeman Parking Commission has two vacant positions - one with a term ending June 30, 2023, and one with a term ending June 30, 2024. Four new applications have been received. The Bozeman Parking Commission is responsible for managing and regulating public parking in the City's Parking Districts to best serve the needs of its customers: businesses, residents, employees, and visitors. The public parking garage in the city center is also under their authority. The Parking Commission was created under Section 7-14-46, M.C.A., and Commission Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976 Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005, and Commission Resolution no. 4577, adopted by the City Commission on January 26, 2015. The Parking Commission is a seven-member administrative board and also advises the Commission regarding parking and fines in the Bozeman Downtown Parking Management District. Under statutory provisions, members of the board are appointed by the Mayor, with the approval of the Commission, to staggered four-year terms. In the past, every effort has been 189 made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control. The work of the Parking Commission intersects several issues of personal importance: affordable housing, community equity and inclusivity, and placemaking and stewardship of community resources. Affordable housing and regional coordination in Gallatin County were the focus of my graduate thesis research, which was published in 2017 by the International Society of City and Regional Planners' at the 53rd Annual Congress. My research highlighted the inextricable links between affordable housing, transit, and parking. That research also addressed climate change, another linkage with transit and parking, and I have previously served as a member and organizer for the Bozeman Climate Action Team. Moreover, as a devoted public servant, I value opportunities to consider community parking holistically in an effort to enhance community equity and provide service multi-modal users, such as bikers and walkers, and options to expand handicapped accessibility. This passion for engagement also extends to a desire to seek opportunities to utilize public spaces to ensure public safety and social justice are served, such as the ability to temporarily convert parking adjacent to downtown businesses into inclusive public art or to create “new” public spaces to alleviate pandemic health concerns. I have been fortunate to hone my expertise in these areas through firsthand experience, and it appears from conversations with Jim Ness that all these paradigms will be vital for the Parking Commission to consider during the execution of their responsibilities. With the growth that we have seen in our community, we need to make sure we are providing ample space for tourists and residents to park and drive through busy areas of town. I also serve on the WBC Board for Prospera and am part of the SkyOro work group, this gives me a good pulse of what is happening around town and what parking / traffic flow needs are relevant for the current times. Finally, having a location downtown, I know that parking is an issue.
