Continue developing an in-depth understanding of how Bozeman is growing and
changing and proactively address change in a balanced and coordinated manner. a) Adopt a New Growth Policy Based on Sustainable Growth Principles - Direct and guide sustainable growth through appropriate planning, annexation, land use, and a streamlined development review process.

RECOMMENDEDATION: Authorize Mayor to sign Resolution 5132 - a resolution of intent to adopt
a replacement growth policy and direct the City Manager to establish public hearing dates and provide appropriate public notice in accordance with City Commission action on August 25, 2020.
BACKGROUND: Title 76 Chapter 1 of state law authorizes the creation of a Planning Board to advise
the City Commission regarding the growth and development of the community. Part 6 of Chapter 1
describes the process and required contents of a growth policy. Growth policies are also commonly referred to as comprehensive plans or master plans for a community.
The City Commission unanimously approved adoption of a Resolution of Intent to provide public notice of the beginning of the City Commission review of the draft growth policy on August 25, 2020. This
action memorializes that vote. The packet materials for that meeting are available online.

RESOLUTION NO. 5132
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, STATING THE INTENT OF THE CITY COMMISSION TO CONSIDER A REPLACEMENT OF THE BOZEMAN COMMUNITY PLAN. WHEREAS, the City of Bozeman has had a comprehensive plan (growth policy) since 1958,
and
WHEREAS, the City of Bozeman adopted its growth policy known as the Bozeman Community
Plan (BCP) through Resolution 4163 on June 1, 2009, and
WHEREAS, the City of Bozeman has adopted minor amendments to the BCP from time to
time, and
WHEREAS, the state law requires a periodic review and when needed update to a community’s
growth policy, and
WHEREAS, the City Commission requested the Planning Board to prepare an update to the
BCP, and
WHEREAS, the Planning Board has conducted over 60 public events, public hearings, and other
outreach to the community to receive input and understand community concerns, and
WHEREAS, the Planning Board has prepared a draft document including a future land use map
for public review, and
WHEREAS, the City of Bozeman Planning Board conducted public hearings on the draft
document on July 21st, July 28th, and August 10, 2020, and
WHEREAS, the City of Bozeman Planning Board made numerous motions to modify the July
21, 2020 Draft Community Plan. Changes are detailed in Appendix A attached to this Resolution, and
WHEREAS, the Planning Board has transmitted to the City Commission a recommendation on
the growth policy update draft dated August 10, 2020 incorporating all changes, and

WHEREAS, in accordance with 76-1-602, MCA, the City Commission must conduct a public
hearing prior to taking any action to adopt or revise a growth policy,
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman,
Montana, that:
Section 1
In accordance with the requirements of Section 76-1-604 MCA, the intent to consider the
application for adoption of a new growth policy is hereby stated.
Section 2
The City Commission directs the City Manager to select dates for public hearings for the City
Commission to review the growth policy and prepare all required public notice for such public hearing
on Application 16-521. The application is to entirely replace the text and future land use map of the
growth policy and to establish new text and future land use map applicable throughout the planning area
designated on the future land use map and comprising all of the City of Bozeman and a portion of the
surrounding unannexed area.
Section 3
PASSED AND APPROVED by the City Commission of the City of Bozeman, Montana, at a
regular session thereof held on the 25th day of August 2020.
