STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the
community in city government, innovating methods for inviting input from the community and
stakeholders.
SUGGESTED MOTION: I move to appoint four members to the Recreation and Parks Advisory
Board for the terms specified by the position.
BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has seven vacant
positions, one is due to an expired term. One term renewal application was received. Additionally
six new applications were received.
There is currently no qualified applicants for the following positions:
1. One (1) Secondary or Home-Schooled Student position with a term ending August 31,
2023.
2. Two (2) County Recommendation positions with a term ending December 31, 2020.
The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman
Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on
February 3, 2018 to include one student from Montana State University. The Board consists of up
to fourteen members appointed by the City Commission serving three-year staggered terms, except
for the two students, who serve one-year terms. Members must represent the following:

1. Seven of the members shall be city residents appointed by the city commission;
2. Two members shall be recommended by the county board of commissioners, with final
appointment to be made by the city commission;
3. Up to (3) additional at-large members may be appointed by the city commission, with city
residency being a consideration, but not a mandatory requirement; and
4. Up to (2) student members, one from Montana State University, the other from an area
secondary school, including home schooled students, may be appointed by the city
commission, with city residency being a consideration, but not a mandatory requirement. If
no students apply for these positions by October of a given year, then interested residents may
apply for and be appointed for one year terms. Student one year terms shall begin in September
and end in August of each year.
A majority of the members on the board, regardless of its size, shall be residents of the city.
The Board is advisory, making recommendations to the City Commission on policy and
procedural matters in the field of recreation and playgrounds as well as parkland dedications or
cash-in-lieu proposals forwarded during the planning/subdivision process.
This board currently has seven available positions. The City Clerk’s Office has received
seven applications, with their relevant qualifications indicated below.

I am a student at Montana State studying Civil Engineering, and I have a passion for community
development and improvement. I would like to eventually earn a masters degree in urban planning, and I
think access to quality green space is enormously important for quality of life. I use Bozeman's parks
multiple times a week and I think that my perspective as a student can help in some small way to make our
parks and green spaces even better than they are currently. Before I moved to Bozeman I worked for the
Missoula and Kalispell parks and recreation departments so I have come to appreciate the impact of quality
parks.

I am a Bozeman native and proud homeowner on the west side of town. I have been back in the Bozeman
area for about 1.5 years after moving to different states for professional opportunities. I currently work as a
Research Librarian in Yellowstone National Park. Prior to this position, I worked for Montana State
University Bozeman. I am a librarian by profession, and although my current position requires me to be in
Gardiner, MT during part of the week, I remain a proud resident of Bozeman.
My interest in shared open spaces, as well as my commitment to myself to become involved in this city
which I love, led me to the City of Bozeman website. I was excited to learn about the open resident vacancy
in the Recreation and Parks Advisory Board. I believe that my experience working in National Parks can
bring an interesting viewpoint to this advisory board and this city. I also am an avid fan of our parks. I use
them every day, especially the lake in my neighborhood, Valley West. I enjoy them alone, with my dog, and
with my family, who in Bozeman range in age from 2 years to 71 years old. I am well aware of how parks
can benefit a variety of age and ability groups.
During my time away from Montana I was able to experience and benefit from two places in America
where Parks and Recreation (and open spaces) help define the culture. In Northern Ohio, parks are
plentiful, and family activities in them are a part of life and a deeply ingrained in the family-oriented
culture. In Boulder, Colorado, I was able to experience parks (and open spaces) that have withstood the
onslaught of an exponentially expanding population; the majority of whom choose to live in such a place to

be outside and recreate. Both of these places are great examples of how parks can positive impact a
community.
Parks are an incredibly important aspect of a city, and I am proud to see the decisions that Bozeman has
made and are currently making regarding the future of our city. I would be honored to be a part of this
process. I eagerly await a response from you, and am happy to answer any questions you might have.

My name is Andrew Morehouse and I am the Nordic Program Director at the Bridger Ski Foundation (BSF). I
am a Bozeman resident and am eager to help make Bozeman’s recreational, parks and trails infrastructure
and programming the best they can be.
At BSF, I oversee programs that utilize, improve, and develop the parks and trails in and around
Bozeman. BSF as an organization grooms over 70 kms of trails in Gallatin County, many of which are on
property owned by the City of Bozeman. I sit on the Trails Committee at BSF and work directly with our
Trails Manager on grooming, trail maintenance, and development throughout the year. In addition to this
work, I oversee a ski program with close to 400 participants of all ages who utilize the groomed trails in the
winter, but also rely heavily on City parks and trails in the summer for off-season training. I am committed
to building and sustaining strong partnerships between BSF, City of Bozeman, Gallatin Valley Land Trust,
Bozeman Deaconess Hospital, US Forest Service, Bridger Creek Golf Course, and Bozeman School District,
which make possible our trail grooming and in-town ski offerings for a growing number of people.
My primary interest in joining the Recreation and Parks Advisory Board revolves around maintaining and
building strong community ties between BSF, partner organizations, and the City of Bozeman, as well as
ensuring that Bozeman’s recreational and parks and trails resources are successfully adapting to meeting

the needs of our growing city.
Before taking my job with BSF in August 2019, I worked for the Montana Wilderness School, National
Outdoor Leadership School (NOLS), and the US Ski Team. My position at each of these organizations
provided me with diverse experiences, working with permitting and regulatory agencies, managing user
groups on public land, and collaborating with organizing committees at high-level races throughout
Europe. I have seen first-hand the benefit to communities that public trail systems provide. Specifically, I
have seen the community connection and joy that public year-round trail systems bring to people of all
ages. As a member of the Bozeman Recreation and Parks Advisory Board, I hope to ensure that we provide
open access for everyone to the outdoors within our City!

I have worked in collaborative natural resource management as both a researcher and community
developer for much of my career and have most recently have continued to do so in a volunteer capacity. I
served on the Los Alamos County Parks, Recreation and Open Space advisory board from 2017 to 2019. As
a member of the board we successfully pushed for funding to build a certified BMX racetrack and skills
park, funding for increased field capacity in the Parks Department, and built a stronger collaborative
relationship between the advisory board and the county staff.
Professionally I have worked as a social science researcher looking at how National Forest managers can
more effectively plan and implement projects in collaboration with multi-stakeholder advisory groups. I also
worked in community development and collaborative coastal fisheries management as a US Peace Corps
volunteer.
As a runner and biker and frequent user of the city’s greenways and parks, I would like to give my time and
experience to helping make sure our resources are accessible to all users and to help ensure that our
facilities and open spaces continue to provide the best experience to the residents and visitors of Bozeman.
My career and volunteer work have given me a pragmatic and collaborative approach to the work that I do,
which I believe would be valuable to the Recreation and Parks Board.

I am a licensed Architect and Creative Director at CLB Architects in the Bozeman office. In 2109, I relocated
to Bozeman from Portland, Oregon after running and owning my own multi-discipline design firm for 6
years. Prior to that I was doing Global Design for Nike and I began my career post graduate school at CLB in
Jackson.
I am a passionate designer, but outside of my day job, my ultimate love is in health and wellness--and I
believe contributing to the Parks of Bozeman is contributing to the livelihood, health and wellness of the
entire community.
Many reasons brought us to Bozeman, the natural beauty, good schools, ease of life, but most importantly
the community we saw from a bird's eye view. My husband and I are both architects, and not only did we
see this amazing community, but also the amount of growth that the community is experiencing and how
would would love to hep flourish, but also protect the city and the community that has welcomed us in with
open arms.
Being a woman in the field of architecture while simultaneously, having my most important job being a
mother, would make me an excellent candidate alone for this position. In addition, my experience as a
female business owner in a large city would also bring a different point of view.
