Brey - September 8 Special MeetingFrom:Ron Brey To:Agenda Subject:September 8 Special Meeting Date:Monday, September 7, 2020 12:41:03 PM 9/7/2020 Members of the Bozeman City Commission I am a member of the TOP Committee for the City but I am not representing the Committee and my input here is unrelated to that service. I am writing as a citizen and former member of the City of Bozeman administrative staff. I want to encourage you to honor the adopted Charter for the City of Bozeman. Every ten years (and more often if petitioned) residents of the city have the opportunity to elect representatives to review and if they choose, make proposals for revision to the form of local government or to aspects of its operation. The decision to review, the selection of members of the study commission, and the approval of any proposed changes are all made by a majority of the electors. Over the years, valuable revisions have been made. Most importantly, a City Charter was developed through this process. Also important was the ongoing determination that the administration of local government be conducted by a city manager who “shall be appointed solely on the basis of education and experience in the accepted competencies and practices of local government management.” In the matter before you today, I would encourage you to honor the carefully considered and democratically adopted Charter. If you determine that the actions under consideration exceed the allowance for “inquiries” under the Charter, I would encourage you to follow the Charter provisions which address such violations. Although it will be difficult, I hope you are able to keep personalities and politics out of your decision and simply honor the Charter.
