Recommendation:
As the Affordable Housing Plan is adequate for continued review, the Community
Housing Program Manager recommends approval of the current application.
Discussion:
The proposal from the applicant is to provide ten percent, or fourteen (14) detached
3-bedroom Lower Priced Homes (10% of total at 70% AMI) of the 138 total homes
in the development as required by the City’s Affordable Housing Ordinance.
The applicant proposes to provide the fourteen lower priced homes in Phase V, to be
developed concurrently with 124 market rate homes. The lower priced and market
rate homes will all have three (3) bedrooms, and will be built throughout the
subdivision, as identified in the Affordable Housing Plan submitted June 10, 2020.
The applicant will be seeking Impact Fee reimbursement from the Community
Housing Fund for the qualifying Lower Priced Homes (up to fourteen homes). In
addition, the applicant is requesting that down payment assistance for qualifying
buyers under the City’s Affordable Housing Ordinance (up to $10,000 for each
qualifying home buyer of a qualifying home).
The affordable housing plan requires the recommendation of the citizen advisory
board responsible for this issue; the Community Affordable Housing Advisory Board
(CAHAB). The City Commission is the approval authority for the affordable housing
plan and the overall subdivision approval.

INTRODUCTION
The proposed Norton East Ranch Subdivision, Phase 5 is a 148-lot major subdivision located on
Lot R1, Norton East Ranch Subdivision, Phase 3A, according to the plat thereof, on file and of
record in the office of the Clerk and Recorder, Gallatin County, Montana, and located in the North Half of Section 9, Township 2 South, Range 5 East of P.M.M., Gallatin County, Montana. The subject property is zoned R-2 and R-3. The remainder parcel (subject to future subdivision review) is zoned R-4. This subdivision consists of 14 affordable housing lots (townhome or
single household), 124 single household residential lots, 5 common open space lots, and 5 park
lots.
This subdivision is intended to meet the goals and ideals outlined in the City’s adopted growth policy, the “2020 Community Plan” and the standards included in the City of Bozeman Unified Development Ordinance.
PROJECT SCHEDULE
Norton East Ranch Subdivision, Phase 5 will be developed in four (4) total phases as illustrated on the preliminary plat drawing. The project will start with Phases 5A and 5C including the construction of Laurel Parkway from West Babcock Street through the Laurel Parkway/ Boomtown Road intersection. Building will be restricted in Phase 5A and 5C until this portion of
Laurel Parkway is constructed and opened to traffic. Phase 5A and Phase 5C include a total of 78
lots.
Phase 5B and Phase 5D will follow. Building in Phase 5B and 5D as well as any future development of Lot R1A will be restricted until the connection of Laurel Parkway is made to the end of the existing road in The Lakes at Valley West at the north boundary of the project. Phase
5B and 5D include a total of 60 lots.
