Development to Execute an Improvements Agreements on Behalf of the City of Bozeman;
and Authorize the City Manager to Sign a Perpetual Access Easement, Stormwater
Easement, and Release and Reconveyance Easement with Center Arrow Partners, LLC

is the time to comment on any matter falling within the scope of the Bozeman City Commission. There
will also be time in conjunction with each agenda item for public comment relating to that item but
you may only speak once. Please note, the City Commission cannot take action on any item which
does not appear on the agenda. All persons addressing the City Commission shall speak in a civil and
courteous manner and members of the audience shall be respectful of others. Please limit your
comments to three minutes.

Consider the motion: I move to appoint one member to the Board of Ethics with a term ending July 31,
2022.
2. Appointments to the Downtown Area Urban Renewal District Board (DURB) (Maas)
Consider the motion: I move to appoint one member to the Downtown Area Urban Renewal District Board,
Non-voting Position, with a term ending June 30, 2022 and three members to the Downtown Area Urban
Renewal District Board, Voting Position, with terms ending June 30, 2024.
(The meeting will recess until 6 PM if necessary before beginning Action Items 2)

1. Resolution 5204, Modification of Special Improvement Lighting District 743 for South
University District (Donald)
Consider the motion: I move to approve Resolution 5204, Modification of Special Improvement Lighting
District 743 for South University District.
2. Resolution 5182, Creation of Special Improvement Lighting District 760, The Nest Subdivision
(Donald)

Consider the motion: I move to adopt Resolution 5182, Creation of Special Improvement Lighting District
760, The Nest Subdivision.
3. Resolution 5193, Setting Mill Levies for Fiscal Year 2020-2021 (FY21) (Donald)
Consider the motion: Move to approve Resolution 5193, Setting Mill Levies for Fiscal Year 2020-2021
(FY21).
4. Arrowleaf Park and Perennial Park Planned Unit Development (PUD), A Single Phase
Preliminary PUD Application to Allow 232 Homes in Multiple Buildings and Two Non-
residential Buildings Totaling 41,800 sq. ft. with an Office, Daycare, and Medical office and
Relaxations to Zoning Regulations to Numerous Dimensional Standards and a Request for
Concurrent Construction. The Site is Located on 12.776 Acres and is Zoned B-2 (Community
Business District), Application 20153 (Saunders)
Consider the motion: Having reviewed and considered the application materials, public comment, and
all the information presented, I hereby adopt the findings presented in the staff report for application
20153 and move to approve the application subject to conditions and all applicable code provisions.
5. Resolution 5132, Notice of Intent to Adopt a Replacement Growth Policy, Application 16521
(Saunders)
Consider the motion: I move to Adopt Resolution 5132, Notice of Intent to Adopt a Replacement Growth
Policy and direct the City Manager to establish public hearing dates and provide appropriate public
notice.
6. Resolution 5145, Finding that Blighted Areas Exist Within the Municipality In and Near the
Pole Yard Area, and that the Rehabilitation, Redevelopment, or a Combination Thereof of
Such Areas is Necessary in the Interest of the Public Health, Safety, Morals, or Welfare of the
Residents of Such Municipality (Fine)
Consider the motion: I move to adopt Resolution 5145, Finding that Blighted Areas Exist Within the
Municipality In and Near the Pole Yard Area, and that the Rehabilitation, Redevelopment, or a
Combination Thereof of Such Areas is Necessary in the Interest of the Public Health, Safety, Morals, or
