Commission Memorandum
REPORT TO: Honorable Mayor and City Commission FROM: Anna Rosenberry, Assistant City Manager
SUBJECT: Commission Resolution No. 5211 – Establishing City Manager Authority
to Use City Facilities to Support Programs for Families and Businesses Affected by the Covid-19 Pandemic. MEETING DATE: August 25, 2020
AGENDA ITEM TYPE: Consent
RECOMMENDATION: Approve Commission Resolution No. 5211 - Establishing City Manager Authority to Use City Facilities to Support Programs for Families and Businesses Affected by the Covid-19 Pandemic.
STRATEGIC PLAN: 1.4 An Engaged Community. Business and Institutional Partnerships – Explore opportunities for partnerships with key business groups and non-profit organizations. BACKGROUND: The City has been working with community partners like the Child Care
Connections and the United Way to assist the community in creating child care services that are suitable for the 2020/2021 school year. Because of the pandemic, there is significant disruption and change for standard child care services and child care businesses. There are service providers within our community that are in need of facility space. We believe
that some of the City’s current facilities may be suitable for this type of use. This resolution allows the City Manager to enter into Facility Use Agreements with child care service providers for Pandemic-related child care services at city facilities.
This resolution also allows Director of Community Development may waive fees related to a child care service provider obtaining a special temporary use permit or business license. UNRESOLVED ISSUES: None. ALTERNATIVES: None. FISCAL EFFECTS: Fiscal effects of this resolution are unknown, but expected to be minor. Facilities may be rented for a fee or no fee, by the City Manager.

It is also difficult to estimate how many special temporary use permits or additional business
licenses may be generated by the pandemic-caused disruption to our local child care business
model. Under normal operations, a special temporary use permit cost $184/week. Attachments: Resolution No 5211
