SUBJECT: Appointments to the Downtown Area Urban Renewal District Board (DURB) MEETING DATE: August 25, 2020
MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the Downtown Area Urban
Renewal District Board, Non-voting Position, with a term ending June 30, 2022 and three
members to the Downtown Area Urban Renewal District Board, Voting Position, with terms
ending June 30, 2024.
BACKGROUND: The Downtown Urban Renewal District Board (DURB) currently has one
vacant non-voting position with a term ending June 30, 2022 and three vacant voting positions due
to term expiring on June 30, 2020. Three existing voting board members have applied and three
new applications have been received.
The Downtown Bozeman Improvement District Board (DURB) was created under the Urban
Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November
20, 1995. The Board consists of five voting members who shall have a demonstrated interest in
downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with
the advice and consent of the City Commission. In accordance with Section 7-15-4234, M.C.A.,
members shall serve staggered four-year terms. The voting members shall be residents of the city,
and a majority of the voting members shall not hold any other public office under the
municipality. Non-voting members must possess a demonstrated interest in downtown Bozeman
and may represent a specified list of organizations which include, but are not limited to, the Parking
Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development
Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown
Bozeman Association. Non-voting members need not be city residents. This board is
administrative.
This board currently has one non-voting vacancy and three voting vacancies. The City
Clerk’s Office has received six applications, with their relevant qualifications indicated
below.

heart of our town. I have been a non-voting member on the downtown urban renewal district board since
this summer and have learned and grown in this position and believe I contribute in valuable ways. I would
be glad to step into a voting position on this board.

I have served on the board of the Downtown Urban Renewal District since 2019. I came to Bozeman in
1980 and have witnessed many changes to downtown but have always been impressed with what an
anchor the downtown has been for the Bozeman economy and culture. I continue to be a frequent user of
the downtown and enjoy being involved in the DURD and have the opportunity work on the DURD board to
help provide vitality and sustainability to our downtown.
In addition to the experience I have gained in one year on the DURD, I served on the Board of Directors of
Prospera Business Network from 2009 through 2016 including one year as the board chair and I assumed
responsibility for operations during a search for an Executive Director. My tenure on the board provided
experience in general economic development, liaison with the City of Bozeman, administering business
loans and grants, business counseling, workshops and business community networking among the Prospera
members.
I served on the Bozeman Graffiti Task Force from 1998-2012.
I have served in a variety of research and technology transfer positions at MSU since 1980 with a key role in
interfacing between MSU and the private sector, particularly Montana high-tech companies.
I am keenly interested in seeing Bozeman prosper by nurturing and synthesizing its scenic, cultural,

years I have had the opportunity to oversee the real estate and hospitality companies within The Baxter as
the General Manager. Not only am I employed downtown but I am an owner in one of the hospitality
companies which operates in The Baxter. I am deeply vested in the preservation of downtown and
committed to seeing positive growth and change throughout the Bozeman community.
Within The Baxter, I oversee an array of diverse activities including those of Ted's Montana Grill, Bacchus
Pub, La Chatelaine, the Baxter wedding and events businesses, leasing of office suites and rental of
residential condominiums. I have held various leadership positions and served on a diverse collection of

committees within the community including the Bozeman Area Chamber of Commerce, Bozeman Business
and Professional Women, MSU Chi Omega, BACF Giving Circle - Women Who Wine, and Prospera Business
Network & Montana Women's Business Center.
I have spent years interacting with and developing relationships with tenants, customers, residents,
businesses, and neighbors all of which have provided me with excellent insight and perspective. All
businesses within The Baxter, Downtown, and the surrounding community are heavily dependent upon the
work and policies of the DURD.
