2020 CITYWIDE PAVEMENT CONDITION ASSESSMENT
Questions and Clarifications
1. Do you have a PMS software that you currently use? If so, what
software do you use?
We use MicroPaver version 6.5.7. This program is primarily used to calculate
PCI values. A majority of our pavement management work is completed in
CityWorks software and PCI data is moved back and forth between these two
programs.
2. How many LANE miles are included in this Scope of Work?
Approximately 242 lane miles.
3. Does this project include collecting imaging data in ALL lanes, including
turn lanes?
No. Imaging data should be collected for the entire roadway width for all
roads with the exception of roadways separated by a center median.
4. Does this project require survey of 100% of sample units (100% of
images collected as per ASTM 6433‐11)
Imaging should be taken for 100% of the roadway then sample areas should
be determined and analyzed for distresses per ASTM 6433‐11.
5. In what format is the City’s existing pavement management database?
How were the PCI scores calculated? Were the scores calculated using
any PMS software or excel spreadsheet or manually assigned?
The 2013 pavement condition report describes how PCI scores were
calculated.
6. Do you have the breakdown of lane miles by the surface type?
All lanes miles in the scope of work are asphalt concrete pavement (AC).
7. Can you please provide us the breakdown of the mileage by functional
classification, if available?

8. Does the City currently maintain accurate historic construction history
information (last construction date) for each street segment? For any
missing information will the City be able to provide?
Yes, yes.
9. Does the City currently maintain accurate street inventory information
(length, width, pavement type) for each street segment in City’s GIS?
Yes. We store this information within our centerline data.
10. Does this project require the vendor to be registered as a P.E.?
No.
11. Is vendor registration required and if so, is it required prior to
submittal?
Yes. No.
12. Do you require the consultant to develop a Maintenance and
Rehabilitation (M&R) program for the City road network and perform
budget analysis in PAVER?
This will not be included in the initial scope of services but may be added as
an amendment to the contract. The City’s primary objective is to compare
this pavement condition assessment to the one completed in 2013/2014 in
order to evaluation the effectiveness of our pavement maintenance and
rehabilitation program.
13. We would like to request a copy of the City’s current GIS centerline
shapefile

14. Must data be collected in all lanes by driving in each direction of travel?
No.
15. What is the required resolution of imaging data collected?
No requirement. Imaging resolution will be left to the discretion of the firm.
16. Do you require the data to be collected and processed as per ASTM
D6433‐18 “ Standard Practice for Roads and Parking Lots Pavement
Condition Index Survey”?
Yes
17. Do you require that all distresses, as per ASTM D6433, need to be
identified and processed automatically?
a. If not, what distresses are you looking to be identified?
All distresses should be identified per ASTM D6433‐18.
18. What condition index are you looking for? Is it as defined as per ASTM
D6433‐18?
Yes
19. Have you had previous surveys done?
Yes
