Dear Commissioners and City Manager,
After I spoke to you tonight about the need to fix requirements for infrastructure in the future on public works
projects, I realized that I might not have been clear as to what the missed opportunity was on the large Frontage
Road and Haggarty projects. The issue is that they did a lot of work removing material to put structure in and then
filled in the holes with the same material rather than putting in a base that would then qualify for future or
concurrent paving. Therefore some of the work will actually take place twice and be paid for by the citizens twice.
I believe that City code needs to be changed so that planned infrastructure from each of the departments will take
place at the same time, and that if ground is broken for what ever reason, it qualifies as a development trigger.
Or maybe you have some better ideas.
