Code Requirements
In order to justify the application of the Planned Unit Development (PUD) concept, all PUDs are
required to earn at least twenty (20) performance points as specified in the UDC. These points
may be earned in a variety of ways, each proposed to allow for innovation in land development
in furtherance of the PUD purpose and intent. Arrowleaf Park and Perennial Park PUD has
captured performance points far beyond the required minimum threshold (Table VIII-a).

PUD Performance Points Narrative
This section details how the Preliminary PUD application shows conformance with
the UDC requirements for PUD Performance Points, as well as the justification for
this allotment.
A. Affordable Housing
Code Requirements: Three points for each percent of dwellings to be constructed
in the residential development which are provided by long term contractual
obligation to an affordable housing agency, for a period of not less than 20 years,
with a written plan assuring ongoing affordability pricing and eligibility monitoring,
and annual re-certification. The city's affordability guidelines and subsequent
revisions establish affordability and eligibility.
Project Information: Due to the establishment of this neighborhood as a long-term,
100% affordable housing project, the project qualifies to earn all of the required
PUD Performance points through the provision of this required housing. Due to the
fact that all residential units are proposed to be affordable for a term of no less than
20 years, the Arrowleaf Park & Perennial Park project will be eligible to earn 300
PUD Performance points per 38.403.090.E.2.a.7.a.ii.
The Arrowleaf Park & Perennial Park project will utilize a model that allows the
affordable units to be provided at affordable rental rates based on median area
guidelines. The applicant-developer has entered into an agreement with the Human
Resource Development Council (HRDC) District IX to ensure affordability and
eligibility for residents (Appendix E). An Affordable Housing Plan has been included
in this submittal that speaks to these stipulations, as well as addresses the annual
re-certification of the community as an affordable and workforce housing project
(Appendix E). A restrictive covenant will be recorded for this parcel, and a draft of
that document has been included as Appendix E.3.
J. Bus Stop
Code Requirements: Public transportation bus station or enhanced covered bus stop
(One point per stop).
Project Information: A public, covered bus station is proposed for the site (See
Sheet SP002). The Applicant has begun discussions with HRDC about route options
and design requirements for the bus stop (Appendix N). The precise route

assignment will follow Streamline’s route study, which is currently ongoing. These
outcomes may also impact the precise location of the bus stop at this site, however
the applicant has shown on the included site plan a proposed location. As is shown
in the table above, the bus stop is not required to meet the minimum expected PUD
Performance Points.
