Commission Norms Conflict of Interests Role of Liaisons to City Boards1 Commission Memorandum REPORT TO: City Commission FROM: Jeff Mihelich, City Manager SUBJECT: Work Session: Discussion of City Commission Norms (Resolution 5124), Conflicts of Interest, and the Role of Commission Liaisons to City Boards MEETING DATE: August 18, 2020 AGENDA ITEM TYPE: Work/Policy RECOMMENDED MOTION: None Required. STRATEGIC PLAN: This agenda item touches on all aspects of the Strategic Plan with a primary focus on High Performing Organization. BACKGROUND: This work session will focus on three items: (i) a brief discussion facilitated by me on the Commission’s norms as adopted pursuant to Resolution 5124; (ii) a primer on the City and State of Montana requirements related to conflicts of interest facilitated by City Attorney Greg Sullivan; and (iii) a discussion on the role of a City Commissioner when appointed or serving as a liaison to a City board or committee facilitated by me. I attached a copy of the norms found in Resolution 5124, adopted by the City Commission December 11, 2019. The City Code of Ethics conflict of interest provision can be found by clicking here. The City’s definition of “personal interest” and “financial interest” are located here. The State of Montana statutory rules of conduct for public officers and public employees can be found by clicking here. NEXT STEPS: During this work session, I will seek Commissioner’s feedback on moving forward with establishing standards for commissioners acting as liaisons to boards and committees.
