MEETING DATE: August 18, 2020 AGENDA ITEM TYPE: Consent RECOMMENDATION: Ratification of City Manager’s Signature on a Professional Services Agreement with RTI, Inc. for Asbestos Removal Oversight for emergency excavation work within the CMC Asbestos CECRA Facility. BACKGROUND: In the late afternoon of Thursday, July 30, crews were notified of a sewer main backup in an alley off South Wallace between Babcock and Rouse. While flushing the pipe, the nozzle became stuck on a rock and crews were unable to free it. The site where they were working was located within the CMC Asbestos CECRA Facility and they were unable to excavate without a certified asbestos abatement contractor onsite to perform soil testing, so they had to abandon the repair until the next day. This left area residents without sewer service until the repair could be made. The Public Works Director deemed this an emergency situation and authorized the Department to secure the services of an asbestos abatement contractor who was already working on the adjacent Wallace & Babcock development sewer upgrade. The next morning Public Works crews were able to get the contractor to the site so they could excavate and clear/repair the pipe. No sewer overflows or backups into private property were experienced. UNRESOLVED ISSUES: None. ALTERNATIVES: As suggested by the City Commission.
