Bozeman City Commissioners,
I am writing regarding the funding of Residential Permit Parking Districts (RPPDs). I urge to you to
direct the Parking Commission and staff to include both permit fees and citation fines when
calculating RPPD revenue and making a determination of the solvency of the program. This is the
original intent as documented in minutes from the City Commission meeting of November 15, 1993
and is also plainly logical. If this is done, then permit fees do not need to increase, but could
decrease.
Apparently the Parking Commissioner has suggested that our neighborhood is elitist in its continuing
desire for the RPPD. The RPPD was not created out of snobbery. It was created because we live
adjacent to a large institution that charges for parking. This creates a natural incentive for drivers to
seek free parking in nearby neighborhoods and leads to congestion, traffic, and unsafe situations. It
is the city’s responsibility to work with residents to protect such neighborhoods and preserve their
residential character and safety.
I am very grateful for the MSU RPPD. It works and it is financially solvent. Please reaffirm the City’s
support for this successful program by clarifying that citation fines are to be included in calculating
program revenue.
