In the early to mid '40s, BZN had a population of~10,000 and MSU ~2,000. As I recall, the area was almost entirelyfamilies in the 40's/early 50's and almost all vehicles were parked ingarages/driveways with very few "on the streets". However as both theBZN and MSC/MSU populations grew over the decades, many more vehicleswere added to the limited street parking in the area. As a firmbeliever in budgeting for annual projects/departments, both the fullincome and expenses must be taken into account. In my opinion, the'parking income' for RPPDs should include both 'permit fees' and'citations/fines'--NOT just 'fees'. The citations/fines identified froma specific RPPD are clearly identifiable and are part of the incomestream. Every couple of years the annual 'permit fee' might have to beadjusted to cover the projected expenses. Certainly during the current20/21 fiscal year, the CV19 health issues and the uncertainly of how MSUwill operate, will probably have a major impact on the RPPD financialpicture. In closing, I do NOT think it is appropriate to exclude anyprojected citations/fines income from being included in the financialpicture. Thank you for your dedication and work to keep BZN running!
