Re: MSU/BHS Residential Parking Permit Changes
We are responding to information we have received from the City about possible changes to the MSU
Parking district and its fee. From correspondence we received from the City, fees for parking permits will
need to be increased dramatically or the district dissolved because it must pay for itself. The student
population of MSU has certainly grown by thousands since we purchased our house in 1984. The idea of
not being included in a parking district is unthinkable.
In 2006, the parking situation became so unbearable our neighborhood successfully petitioned the City
Commission to expand the MSU Residential Parking District to include Story to Dickerson and 8th to 9th .
Prior to that it was impossible to find a parking space near our residence during the day and not unusual to
have cars partially blocking our driveway or unmoved for weeks. The Church of Christ Scientists, Irving
School and Cooper Park all have parking requirements that also to be considered.
We understand that the district is to be revenue neutral but we interpret the regulation to read that the
fees and fines generated would be used to pay for this service. We have supported the increase in fees for
this service in the past but feel a need for an explanation as to why fines collected in this district are not
used to support it.
