1. Authorize Payment of Accounts Payable Claims for Goods and Services (LaMeres)
2. Approval to Accept USDA Community Compost and Food Waste Reduction Grant from
Department of Agriculture Natural Resources Conservation, Should the Grant be Awarded to
City of Bozeman (Handelin)
3. Authorize the City Manager to Sign a Cityworks License and Maintenance Agreement Renewal
(Henderson)
4. Authorize the City Manager to Sign Task Order 3 with Community Development Services of
Montana (CDS) to Draft an Urban Renewal Plan and Associated Documents for the Idaho Pole
Area of Bozeman (Fine)
Consider the motion: I move to approve Consent Items 1-4 as submitted.

will also be time in conjunction with each agenda item for public comment relating to that item but

1. Resolution 5188, Establishing Tree Maintenance District Assessments for FY2021 (Donald)
Consider the motion: I move to adopt Resolution 5188, establishing a Tree Maintenance District
Assessments for FY2021, making the assessment rate $0.003619 per assessable square foot.
2. Resolution 5189, Establishing a 3 Percent Change to Arterial and Collector Street Maintenance
District Assessments for FY 2021 (Donald)
Consider the motion: I move to adopt Resolution 5189, Establishing a 3% change in Arterial and Collector
Street Maintenance Assessments for FY 2021, making the assessment rate $0.006601 per assessable

3. Resolution 5190, Establishing an 8 Percent Increase to Street Maintenance District
Assessments for FY 2021 (Donald)
Consider the motion: I move to adopt Resolution 5190, establishing an 8% increase in Street Maintenance
District Assessments for FY 2021, making the assessment rate $0.031238 per assessable square foot.
4. City Initiated Unified Development Code Text Amendments:
a. Ordinance 2041, Provisional Adoption to Authorize Detached Accessory Dwelling
Units (ADUs) in Residential Suburban (R-S) and Residential Low Density (R-1) Zoning
Districts as a Principal Use, Rather than a Special Use, Application 20035 (Rischke)
Consider the motion: Having reviewed and considered the proposed action in the Bozeman Community
Housing Action Plan, staff report, public comment, and all information presented, I hereby adopt the
findings presented in the staff report for application 20035 and provisionally adopt Ordinance 2041.
b. Ordinance 2042, Provisional Adoption of an Alley Signage Text Amendment to Revise
Table 38.560.060 to Authorize Additional Sign Area Adjacent to an Alley Over and
Above What is Otherwise Allowed Applicable in the B-1, B-2, B-2M, B-3, UMU, M-1,
M-2, BP, PLI, HMU, REMU, and RO Districts, Applicable City-wide, Application 20035
(Saunders)
Consider the motion: Having reviewed and considered the staff report, application materials, Zoning
Commission recommendation, public comment, and all information presented, I hereby adopt the findings
presented in the staff report for application 20035, Ordinance 2042 and move to provisionally adopt
Ordinance 2042.
c. Ordinance 2043, Provisional Adoption of a Water Adequacy Text Amendment to
Revise Section 38.410.130 to Change How the Obligation to Provide for Water Rights
Needed to Serve New Development May be Calculated and Satisfied; to Promote the
Conservation of Water; and to Authorize Creation of Revised Administrative
Procedures, Application 20035 (Saunders)
Consider the motion: Having reviewed and considered the staff report, application materials, public
comment, and all information presented, I hereby adopt the findings presented in the staff report for
application 20035 and move to provisionally adopt Ordinance 2043.
d. Ordinance 2045, Provisional Adoptions of a Street Vision Triangle Text Amendment
to Authorize the City Engineer to Administratively Change the Required Site Vision
Triangle Under Certain Circumstances, Applicable City-wide, Application 20035

Commission recommendation, public comment, and all information presented, I hereby adopt the findings
presented in the staff report for application 20035, Ordinance 2045 and move to provisionally adopt
Ordinance 2045.
e. Ordinance 2046, Provisional Adoption of a Text Amendment for Tables 38.310.040.B,
38.310.040.D, and 38.310.040.E Revising Allowed Uses and Standards in Non-
residential Zoning Districts, Application 20035 (Jacob Miller)
Consider the motion: Having reviewed and considered the staff report, application materials, public
comment, and all information presented, I hereby adopt the findings presented in the staff report for
application 20035 and move to provisionally adopt Ordinance 2046.
f. Ordinance 2048, Provisional Adoption of a Notice Envelope Text Amendment,
Applicable City-wide, Application 2048 (Saunders)
Consider the motion: Having reviewed and considered the staff report, application materials, Zoning
Commission recommendation, public comment, and all information presented, I hereby adopt the findings
presented in the staff report for application 20035, Ordinance 2048 and move to provisionally adopt
Ordinance 2048.
5. Ordinance 2044, Provisional Adoption of an Expansion of Uses in the Residential-Office Zoning
District, Applicable City-wide in the R-O Zoning District, Application 19439 (Saunders)
Consider the motion: Having reviewed and considered the staff report, application materials, public
comment, and all information presented, I hereby adopt the findings presented in the staff report for
application 19439 and move to provisionally adopt Ordinance 2044.
6. Resolution 5186, Increasing the Residential, Visitor, and Employee Parking Permit Fees, in the
Montana State University and Bozeman High School Residential Parking Permit Districts, From
$30 (annual) to $35 (annual) (Meece)
Consider the motion: Having reviewed the background materials provided by staff as well as public
comment, and considering the recommendation of the Parking Commission to increase the residential,
visitor, and employee parking permit fees from $30 (annual) to $35 (annual), I make a motion to approve
Resolution 5186.
7. Ordinance 2033, Final Adoption Establishing a Downtown Parking Management District and
Parking Benefit Zones and Authorizing the Bozeman Parking Commission to Create, Dissolve,
and Operate Parking Benefits Zones Within the Downtown Parking Management District

Consider the motion: Having reviewed the background materials provided by staff as well as public
comments made throughout this process, and considering the recommendation of the Parking Commission
for the establishment of a Downtown Parking Management District and Parking Benefit Zones, I make a
motion for approval of Ordinance 2033.
