We meant to say add 2 parkingspaces EAST of the existing building not WEST.Sorry for the confusion.We have also attached these same revised comments from July 19,2020 in letter form. We are very near the open lot on 4th and Garfieldwhere construction of a parking lot with open space and remodeling of an existing building isproposed for the Delta Gamma Sorority. The landscaping plan looks very attractive with hedges for screening. The permeable swale, plantedwith riparian seed, will store snow in winter and hold run-off from the parking lot on site –important stormwater management. We encourage the city, Hannah House Inc and the property owners to consider these changes: Reduce light pollution to neighbors by reducing the number of lights in the parking lot. Since there are 4 street lights already in place (3 on Garfield and 1 on 4th) and the projecteddownlight pattern with 4 lights reaches almost to the east sidewalk, we suggest reducing the number of lights in the parking lot from 4 to 2 LED downlights. One possible way would be to center 2 LEDdown lights on the north and south edge of the parking lot. This would create good cones of lightcoverage for the lot for night visibility and safety yet reduce light pollution for neighbors. Add Motion Detectors to parking lot lights instead of dusk-to-dawn lights to reduce light pollution to neighbors. Having lights on all night pours more light into nearby houses – especially inbedrooms where people are trying to sleep. All night illumination also uses more electricity andincreases operation costs. Fewer lights will reduce light pollution from winter snow reflection. With motion detectors, the lights would come on when women from the sorority are in the parking lotwhen they need it and off when they are not there. Maximize Greenspace by using parking spaces next to Handicap parking space and reducingparking lot size. There are currently 4 spaces east of the existing building on the site plan. Onespace is designated for handicapped parking. Two of these spaces could be used for parking insteadof striping it a “no-parking zone”. These spaces were used by Headwaters Academy daily. Using these 2 spaces east of the existing building would allow the parking lot to decrease in size by 2 spaces for a total of 16 in the lot, keeping the total number of parking spaces at the required 24. Lessasphalt would be needed and add an additional 9 ft in width could be added to the greenspace. Add/build a cover over the Bike Rack to better protect bikes and encourage more women andvisitors to ride bikes for transportation. Excellent that the plans call for 6 spots instead of therequired 3. MSU is strongly encouraging students to be more sustainable and walk, bike, use publictransportation or car share rather than every student having a car or truck. Thank you for considering the impact of the proposed parking lot on nearby neighbors. Relooking atthe lighting, location of parking spaces and bike rack coverage can reduce the impact on neighborsand still work for the Delta Gamma women. The Delta Gammas are part of the city recognized University Neighbors Assoc. UNA), as are theother sororities and fraternities at MSU. We all work together to do an annual spring neighborhood clean-up, to communicate about winter break legal parking and to be part of UNA’s annual summerblock party.
