Downtown Business Improvement District Fiscal Year 2020 Annual Report and Fiscal Year 2021 Budget and Work Plan (Cope) Consider the motion: I move to approve the Downtown Business Improvement District Fiscal Year 2020 Annual Report and Fiscal Year 2021 Budget and Work Plan. 2. Downtown Urban Renewal District Fiscal Year 2020 Annual Report and Fiscal Year 2021 Budget and Work Plan (Naumann) Consider the motion: I move to approve the Downtown Urban Renewal District Fiscal Year 2020 Annual Report and Fiscal Year 2021 Budget and Work Plan. 3. Midtown Urban Renewal District Fiscal Year 2021 Budget and Work Plan, and Annual Report for Fiscal Year 2020 (Fine) Consider the motion: Approve Midtown Urban Renewal District Fiscal Year 2021 Budget and Work Plan, and Annual Report for Fiscal Year 2020. 4. Headwaters Academy Site Plan and Conditional Use Permit for a Change of Use from Single Household Residential to Community Center in the R-5 Residential Mixed-use High Density District, Application 19495 (Quasi-judicial) (Garber) Consider the motion: Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application 19495 and move to approve the Headwaters Academy Site Plan and Conditional Use Permit application subject to conditions and all applicable code provisions. Ordinance 2050, Provisional Adoption Authorizing the City Manager to Execute an Exchange Agreement with NorthWestern Energy for a City-Owned Parcel on North Rouse Avenue in Exchange for Right-of-Way and Construction of a City Street to the Glen Lake Rotary Park and Granting of an Easement Across City Land (Sullivan) Consider the motion: Having considered public comment and the information presented by staff, I hereby move to provisionally adopt Ordinance 2050 authorizing the City Manager to execute documents on Exhibit A of said Ordinance including the Exchange Agreement and granting of easement to NorthWestern Energy subject to contingencies provided in the Exchange Agreement and authorizing the City Manager and City Attorney to take all steps necessary to close the exchange. J. Other Public Hearing 1. Agency Exemption Hearing for the Gallatin County Fairgrounds Surface Improvements Site Plan 20122 (Garber) Consider the motion: None. The City Commission shall have no power to deny the proposed use but shall act only to allow a public forum for comment on the proposed use per M.C.A. 76-2-402. K. FYI/Discussion L.
