MEMORANDUM TO: ZONING COMMISSION

RE: APRIL 2O20 TEXT AMENDMENTS - APPLICATION 20035
DATE: JULY 9, 2020 The City has established a biannual update process for Chapter 38, Unified Development Code. The amendments are scheduled to go the City Commission in April and October. The process enables the City to better keep up with the evolving needs of the community, creates a more transparent process, and encourages more stakeholder engagement. As part of the update process the City has established the UDC Community Platform. This website enables people to submit suggestions for possible amendments and comment on others suggestions. The website is available at https://www.bozeman.net/government/planning/udc-discussions. The amendments to be considered by the Zoning Commission on July 14th were originally scheduled for March. However, due to the COVID pandemic, the review process was put on hold. The project is again moving forward. There are six amendments included in this batch of amendments. Specific titles are listed on the meeting agenda. In selecting the amendments staff considered connections of intended changes to plans adopted by the City Commission, such as the Downtown Improvement Plan and Strategic Plan 4.4 (Alley signage, office locations, and vision triangle), Community Housing Action Plan and Strategic Plan 4.5.b (RS and R1 detached ADU review procedures), Integrated Water Resources Plan and Strategic Plan 4.1.b (water adequacy), and general process improvement/COVID response and Strategic Plan 4.2 (adjustment to mailing of public notices). By adopting the referenced plans the City Commission has prioritized amendments that implement those plans. An ordinance may only address a single subject. Therefore, due to the diversity of subject matter, the individual amendments each get their own staff report and ordinance. Motions and discussion will be focused one amendment at a time.
