Dear City Parking Commission and City Commission,
I just received the mail notification that you are planning to increase the price of
residential parking permits yet again. Please consider the following and hopefully make
some changes to the way the parking permits are administered:
<!--[if !supportLists]-->1. <!--[endif]-->Fees received from citations for parking
violations within the parking zone should be applied to covering the costs of
enforcement and administration. That would help cover the costs.
<!--[if !supportLists]-->2. <!--[endif]-->It would be cheaper to print just one type
of parking permit and allow 3 license plates for each permit but only 1 may be
parked on the street at any given time. It seems unnecessary to distinguish
between a resident parked on the street and a visitor since each will occupy a
space on the street. The current system discriminates against owners that have
off street parking but might need to park an owner vehicle on the street for a
few days so that a longer term visitor can use the off street space. Currently an
owner in this position must purchase a permit for their own vehicle but might
also wish to have a visitor permit for short term visitors so they must purchase
two permits when they will generally have only a single vehicle parked on the
street.
<!--[if !supportLists]-->3. <!--[endif]-->Properties that do not provide off street
parking should be required to pay more for a permit (they pay the same land
tax for an equal size property but actually have more land since none of it is
tied up in parking spaces) than properties that provide off street parking.
Perhaps each property should be allowed to purchase two permits at $30 (for
use as either visitor or resident parking) and anything beyond that should be
$50 or even $60. The additional permits are still cheaper than what MSU
charges but this would only affect homes that have many vehicles parked on
the street.
<!--[if !supportLists]-->4. <!--[endif]-->There should be an online license plate
lookup to see what address a vehicle permit belongs to. When a vehicle is
parked for a long period of time (up to a month or more has happened in front
of my home) it would be neighborly to just let them know directly rather than
call the police since the current system does not seem to catch these
infringements.
Please do not increase the basic fee to have a visitor parking permit. Please allow each
property to have 2 reasonably priced (or even free if the economics allow that in the
future) parking permits that can be used by an owner or visitor. The fee for more than
the first two permits should be raised to pay for the program. Citation fees should also
be used to pay for the administrative and enforcement costs.
Questions for you:
<!--[if !supportLists]-->1. <!--[endif]-->On average, how many permits per
property are purchased each year?
<!--[if !supportLists]-->2. <!--[endif]-->What is the cost of the new license
scanning process versus the old system? In other words, does it cost more
when you have to have an expensive car and software?
<!--[if !supportLists]-->3. <!--[endif]-->Do our taxes pay for the police parking
enforcement? Who gives the tickets and how do they get paid? Where
does this revenue go?
<!--[if !supportLists]-->4. <!--[endif]-->How often do you run the software to
determine violations? Perhaps there should be a daily report available to
the public on which cars (license plate numbers) are in violation and have
been given tickets.
<!--[if !supportLists]-->5. <!--[endif]-->How often are the car license plates on
a street scanned? Is there a set route that is travelled?
