My husband and I own and have lived in our home in the MSU Residential Parking Permit District (RPPD) for 20 years and we appreciate the benefit that residents receive from RPPDs. In light of recent news that the City of Bozeman is considering increasing the annual parking permits for the Residential Parking Permit Districts (RPPDs) by 50%, I looked into the issue. I was very surprised and confused to learn that the city code states that parking permit fees should cover operational cost of the RPPDs and that parking fines generated by the district are not considered as revenue for the districts. Available data indicates that roughly $100,000 of parking fines were issued in recent years and that the operational deficit of the RPPDs is roughly $45-55k. It makes sense that part or all of the funds the City receives from these fines be used to help cover operational costs for RPPDs as the income from fines only exists because of the RPPDs. RPPDs can be sustainable if both permit fees and part or all of citation fines are included as revenue. Please forward this email to the City Parking Commission (Ness, Winston, Wiseman, Egge, Neubauer, Carpenter, Pohl).
