CO1 w Martel Construction for Anderson Pavilion Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Jon Henderson, Strategic Services Director SUBJECT: Change Order #1 for the Repair of the Anderson Pavilion at Bogert Park MEETING DATE: July 13, 2020 MEETING TYPE Consent RECOMMENDATION: Approve Change Order #1 for the Repair of the Anderson Pavilion at Bogert Park. BACKGROUND: On July 15th, 2019 the City Commission directed staff to proceed with repair of the Anderson Pavilion at Bogert Park (formerly known as the Bogert Pavilion) following a partial roof collapse that occurred on March 17th, 2019. Martel Construction was selected through a competitive RFQ / RFP process and awarded a Construction Contract for General Contractor / Construction Manager services on November 4th, 2019. Further analysis has presented a need for additional measures to support uneven loads that were not addressed in the initial structural calculations. Change Order #1 provides for an additional metal plate at the steel/wood interface of each beam end to mitigate instantaneous load reversal and shoring needs. This design change will ensure long-term safety and longevity of the facility. The project schedule will be adjusted by a total of three days, resulting in significant completion by September 23, 2020. UNRESOLVED ISSUES: None. FISCAL EFFECTS: Costs for this work total $16,745 and will be allocated from contingency funds within the existing Guaranteed Maximum Price amount of $696,714. ALTERNATIVES: As suggested by the City Commission. GENERAL INFORMATION This document was developed to provide a uniform format for handling contract changes that affect Contract Price or Contract Times. Changes that have been initiated by a Work Change Directive must be incorporated into a subsequent Change Order if they affect Price or Times. Changes that affect Contract Price or Contract Times should be promptly covered by a Change Order. The practice of accumulating Change Orders to reduce the administrative burden may lead to unnecessary disputes. If Milestones have been listed in the Agreement, any effect of a Change Order thereon should be addressed. For supplemental instructions and minor changes not involving a change in the Contract Price or Contract Times, a Field Order should be used. B. COMPLETING THE CHANGE ORDER FORM Engineer normally initiates the form, including a description of the changes involved and attachments based upon documents and proposals submitted by Contractor, or requests from Owner, or both. Once Engineer has completed and signed the form, all copies should be sent to Owner or Contractor for approval, depending on whether the Change Order is a true order to the Contractor or the formalization of a negotiated agreement for a previously performed change. After approval by one contracting party, all copies should be sent to the other party for approval. Engineer should make distribution of executed copies after approval by both parties. Our lump sum quotation is based on our interpretation of the instructions and scope of work identified by the Proposal Request(s). If we have misinterpreted this information in any way (omissions, etc.) please advise us prior to processing this quotation into a formal Change Order. John Kalmon Enclosure(s) CC.File 44 ENGINEER’S SUPPLEMENTAL INSTRUCTION ESI #1 Date: June 21, 2020 Job Number: 0417.083 Project: Bogert Park Pavilion Renovation Issued To: Martel Construction Regarding: Connection of the steel beam saddle to the existing interior and exterior GLB per detail 2/S300 to include additional bolts and side plate reinforcing to resist a reversal in the forces seen by the beams due to an unbalance snow condition if the snow slides off one side. The reinforcing will resist the load reversal until compression forces can help resist the load reversal. Information: Provide (10) additional 1” dia. ASTM A307 through bolts in 2 rows of (5) with the first row starting 3” below the top of the GLB, and the second row starting 4”. Space the bolts at 3” O.C. The minimum saddle required for the new bolts shall be ¼” thick, by 1’-8” long and 12” deep each side of beam and welded to the original saddle. The below shoring detail is acceptable, as an alternative.
