Appointment to the City-County Board of Health Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Mike Maas, City Clerk SUBJECT: Appointment to the City-County Board of Health MEETING DATE: July 6, 2020 MEETING TYPE: Action RECOMMENDATION: I move to appoint one member to the City-County Board of Health, City Appointee position, with a term ending January 1, 2023. STRATEGIC PLAN: 1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND: The City-County Board of Health currently has one vacancy due to an expired term as of January 1, 2020. One term renewal and one new application have been received. The City-County Board of Health is created under an Interlocal Agreement between Gallatin County and the City of Bozeman, dated June 1990, as amended under the Interlocal Agreement dated May 12, 1997, pursuant to the provisions of Section 50-2-106, M.C.A. The Board is comprised of nine members as follows: (1) a County Commissioner or representative; (2) a City Commissioner or representative; (3) three members appointed by the County Commission; (4) three members appointed by the City Commission; and (5) one member appointed jointly by the City and County Commissions. (2) Members shall serve staggered three-year terms. There is no residency requirement for the members. For example, the members appointed by the City Commission do not have to be residents of the City of Bozeman. The Board is administrative and is responsible for appointing a Health Officer and ensuring that the necessary qualified staff is employed, within budget constraints. The Health Department operates under the County and its personnel manual. The Board is responsible for activities ensuring the health of the community, including guarding against the introduction of communicable diseases and providing for the removal of filth that might adversely affect public health. 383 This board currently has one vacancy. As an employee of Community Health Partners, it is important to represent the interests of low-income and other marginalized populations on the Board. As the city/county continues to grow nearly untethered, public health plays an incredibly important role to ensure that all residents and visitors to our area are afforded access to clean air and water as well as programs and services that promote good health and well-being. My background includes a master's degree in public health, 25 years spent in public health and healthcare leadership and nearly 20 years serving the community as a deputy fire chief/firefighter/EMT for Fort Ellis Fire/Rescue on the east end of Bozeman's city limits. My areas of specialization were in environmental and ecological statistics. I have no formal training in epidemiology or public health but am familiar with those areas from a statistical standpoint. I taught an upper division/graduate level Biostatistics course for several years and this course was essentially an epidemiology course. . I also taught courses in Categorical Data Analysis and Spatial Data Analysis and both those courses use examples and data from public health sources. I always found that material interesting and believe that I have some skills that would be useful to the Health Board. In particular I have some pretty good analytical/critical thinking skills.
