Hi Kira,
Payment of CILWR is needed before final plan approval; doesn’t need to be provided with the RC
materials. With the substantial plan modifications coming in (shifting the bldg to Durston I thought
was happening?), I’d like to take a look at the revised landscape plan and irrigation demand
numbers. Want the fee determination to be based on the most relevant/accurate information.
If you shift to an exempt well for landscape irrigation supply, and do away with using the municipal
water system, then the payment of CILWR likely won’t be triggered at all. It’s additional capital cost
for a well, but it’s offset by the CILWR fee savings, and should have a decent ROI when you factor in
paying high monthly water during the irrigation season.
Give me a call if you have questions.
Brian

Brian,
In regard to your comments (see attached), do we need to pay the $8,517 cash in lieu of waters
rights? If so, to whom may we right the check and is $8,517 the correct amount?
Thank you,

Hey Kira - I’ll get this done when the SP materials are accepted for review so I have the full record.
Just submit this message as confirmation with the refiling that I’ll complete the CILWR determination
when the application is accepted for review. I don’t recall being contacted after the pre-app for this
project to put together an estimate based on the preapp plan, so no record of that conversation is
likely why you were dinged inadequate.

Hi Kira,
I wanted to apologize to you, it looks like this completeness review got misplaced in my office which
caused the delay.
I have attached the SP1 checklist with some missing items or items that need more detail circled and
annotated. Due to the mix up, please feel free to bring the corrected application with the complete
number of sets anytime. Below I have summarized the missing/incomplete items from the attached

2) #23-24, traffic flow arrows on and off site
3) #27, no dry utility connections are shown entering the property (electricity, gas, telecom)
4) #52, no color and material palette for all proposed features keyed to the building elevations
is provided, per the PLS form, colored elevations and perspectives do not count as a color
material palette.
5) #54, elevations do not provide a specified material for rooftop mechanical equipment
screening. Utility meters must also be shown on the elevations.
6) #55, the roof plan does not show the mechanical equipment and screening locations that
are depicted in the elevations for the new building.
7) #56, exterior sign calculation and sign dimensions
8) #59, boundary line dimensions on landscaping plans
9) #72, a plan for retaining and protecting healthy trees
10) #75, irrigation areas by irrigation type (drip, spray, etc.)
11) #77, traffic impact study waiver from engineering based on trip counts, email Anna or Griffin

The fee calculation is also attached, please reach out with any questions. Again, my apologies for the
delay.
