EXECUTIVE SUMMARY The new Headwaters Academy campus is currently proposed for construction north of Durston Road at 10th Avenue in Bozeman, MT. The middle-school campus would be developed for the school’s current population of 59 students and may be increased to 90 students in the future. The campus would be completed in 2020 and would produce up to 192 new daily vehicle trips at maximum capacity (90 students). As proposed, the new Headwaters Academy will not create any roadway capacity problems in this area. No roadway improvements are recommended with the project. B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from the new Headwaters Academy campus located on Durston Road in Bozeman, Montana. The document also identifies any traffic mitigation efforts that the developments may require. The Headwaters Academy campus was previously located on West Garfield Street and has recently been operating out of Hope Lutheran Church. The school is planning to construct a new campus at 1005 Durston Road and move operations to this new location in the fall of 2020. The school currently has 59 students and would host a maximum of 90 students at the new campus. Based on the City of Bozeman Subdivision Regulations, the developers must study all effected intersections within ½ mile of a proposed development. This includes the intersections of Durston Road with 9th Avenue, 10thAvenue, 11th Avenue, and 15th Avenue. The City of Bozeman did not request a detailed analysis of the intersection of Durston Road with North 7th Avenue. C. EXISTING CONDITIONS The new Headwaters Academy campus is proposed for construction north of Durston Road at 10th Avenue in Bozeman, Montana. The site currently consists of a single-family residential home on three acres of land. Bozeman High School is located to the south of the site along 11th Avenue. See Figure 1 for a location map of the proposed development. Headwaters Academy Traffic Impact Study Bozeman, Montana Abelin Traffic Services 2 November, 2019 Figure 1- Proposed Development Site Adjacent Roadways Durston Road is a two-way, east/west minor arterial route that extends through the middle of Bozeman. The road crosses Rouse Avenue to the east and North 7th Avenue, 19thAvenue, and Cottonwood Road to the west. West of North 7th Avenue, Durston Road has a paved width of 42 feet and includes a center left-turn lane and bike lanes. The road has four-foot wide sidewalks on the north and south sides with no on-street parking. Durston Road is signal controlled at the intersections with 19th Avenue, 15th Avenue, 7th Avenue, and Rouse Avenue. Marked and signed crosswalks are included at 11th Avenue and 9th Avenue. The posted speed limit in this area is 30 MPH. Traffic data collected in 2018 by MDT indicates that Durston Road carries 10,000 Vehicles Per Day (VPD) west of North 7th Avenue. 11th Avenue is a two-way north/south collector route that extends south from Durston Road. The road has a paved width of 42 feet with on-street parking on both sides. Parking on east side is restricted to residential use only. The intersection with Durston Road has marked crosswalks and separated left and right-turn lanes. The posted speed limit on 11th Avenue is 15 MPH from 8:00 AM to 4:30 PM. 10th Avenue is a north/south local road that extends south from Durston Road. The road provides access to the residential areas east of Bozeman High School. The posted speed limit on 10th Avenue is 25 MPH. 9th Avenue is a north/south local road that extends south from Durston Road. The road provides access to the residential areas east of Bozeman High School. The road has a paved width of 34 feet with on-street parking on both sides and sidewalks. The intersection with Durston Road has a marked and signed crosswalk. The posted speed limit on 9th Avenue is 25 MPH. Traffic Counts The traffic data used for this report was collected on the surrounding road system by ATS in November of 2019. The collected data includes turning movement counts at the intersections of Durston Road with 9thAvenue, 10thAvenue, 11thAvenue, and 15th Avenue. Refer to Figure 1 for detail of the data collection/acquisition sites. The raw traffic data is included in Appendix A of this report. Peak traffic periods at public schools typically occur during the morning drop-off and afternoon pick-up periods. The peak morning traffic period near schools generally occur at the same time or slightly after the typical AM peak traffic period for commuter traffic. In this instance the peak traffic period near Bozeman High School occurred between 8:00 and 8:15 A.M. The peak afternoon traffic period at the school occurred between 3:30 and 3:45 PM and does not overlap the with typical peak period of commuter traffic between 5:00 and 6:00 PM. While the evening peak period had a slightly 1ower 15-minute peak traffic volume, the evening peak traffic period is much longer in duration. Since schools typically produce relatively little traffic during the typical commuter evening peak traffic period between 5:00 and 6:00 PM, no specific traffic analysis was done for the evening peak traffic period for this study. The 15-minute interval traffic volumes along Durston Road are shown in Figure 2. Historic Traffic Data Abelin Traffic Services obtained historic traffic data for area roadways from the Montana DOT which is presented in Table 1. The traffic data history for this area indicates that traffic volumes on this section of Durston Road have remained relatively constant over the past ten years despite high levels of traffic growth in other portions of Bozeman. The plan contains a variety of recommendations for the roadways in this area. (Estimated Cost $1,120,000). Recommended TSM Improvements TSM-31 Durston Road and N. 15th Avenue: Consider a single-lane roundabout to better meter traffic flows. All four legs of the intersection receive approximately equal traffic and its proximity to the schools warrants long term improvements to the intersection. (Estimated Cost $2,000,000) Neither of these projects are on the City of Bozeman Capital Improvements Program for Fiscal Years 2017-2021. It is not clear when these projects may be implemented. Level of Service Using the data collected for this project, ATS conducted a Level of Service (LOS) analysis at area intersections. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board’s Highway Capacity Manual (HCM) - Special Report 209 and the Highway Capacity Software (HCS) version 7.8. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak-hour conditions. Table 2 shows the existing 2019 LOS for the AM and PM peak hours excluding generated traffic from the Headwaters Academy. The LOS calculations are included in Appendix C. The table shows that all of the intersections within the study area are functioning at an acceptable LOS under current peak traffic conditions. The traffic signal at 15th Avenue is operating with considerable reserve capacity. No roadway modification are needed to meet the current traffic demand at the study intersections. PROPOSED DEVELOPMENT The development currently under consideration for this site includes three acres of land located north of Durston Road at 10th Avenue which would be developed into the new Headwaters Academy campus. The existing residential home would be converted for use at the Academy and a new classroom building would be constructed on the site. There are currently 59 students enrolled at the Academy and the campus would be developed to include space for a maximum 90 students in the future. Access to the site would be from a new approach onto Durston Road at an extension of 10th Avenue. The project would include 52 on-site parking spaces to meet City of Bozeman standards. The Headwaters Academy site plan is shown in Figure 3. E. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed development using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Tenth Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle “trip” is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and afternoon peak hours. According to the ITE trip generation rates the development would produce 63 AM peak hour trips, 32 PM peak hour trips, and 192 daily trips at full build-out. See Table 3 for detailed trip generation information. Table 3 - Trip Generation Rates Land Use Stud. At present, 33% of students attending the Headwaters Academy use the student shuttle bus and 20% have siblings attending class at Bozeman High School. An estimated 10% of students currently walk to school. Using this estimate, the Headwaters Academy would produce approximately 90 x 4= 360 daily vehicle trips. Using the reductions from the shuttle bus (33%), walking/biking (10%), and multi-family/high-school trips (10%-20%), it is reasonable to estimate a 50% reduction from the basic trip volumes for this type of school. When this reduction is taken into account, the total daily trip generation from the school would be 360 / 2 = 180 daily vehicle trips with 90 students. This estimate is close to the 192 trip estimate from the ITE trip generation manual. For the purposes of this report, the ITE trip generation values were used with no additional reductions. F. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed subdivisions was based upon the existing ADT volumes along the adjacent roadways and the peak-hour turning volumes. Traffic is expected to distribute onto the surrounding road network as shown on Figure 4. Figure 4 – Trip Distribution G. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future Level of Service for the area intersections. The anticipated intersection LOS with the Headwaters Academy is shown in Table 4. The LOS at most area intersections will increase by less than a second per vehicle. Total daily traffic volume increases on Durston Road will be 100 VPD (1% of current AADT). Peak-hour Traffic volume increases on 11th Avenue will be 2-3% and 1% on 15th Avenue. An estimated 40% (80 VPD) of traffic will flow towards 7th Avenue and 30% (60 VPD) will flow towards 19th Avenue. The existing pedestrian crossings on Durston Road currently have relatively little pedestrian activity. Only ten pedestrians were observed crossing Durston Road at both locations during the two peak-hour traffic counts. The current pedestrian crossing configuration is sufficient to meet the current demands. If the Headwaters Academy plans to coordinate student actives with Bozeman High School in the future (not currently planned), then it may be desirable to add a flashing pedestrian beacon at 11th Avenue such as the one recently installed on 15th Avenue near the new High School stadium. This improvement is not currently warranted for this project. H. LONG RANGE TRAFFIC PROJECTIONS The 2017 Bozeman Transportation Master Plan (BTMP) projects traffic conditions on roadways throughout Bozeman through 2040, considering all anticipated land development projects which are expected to occur in this area of Bozeman over the next 25 years. The BTMP suggests that traffic volumes on Durston Road will increase from 11,000 to approximately 13,000 near 19th Avenue by 2040. This is much smaller increase in traffic volumes than is expected on the roadways in the rest of Bozeman, but is consistent with the exiting traffic volume growth trends along this portion of road. In order to evaluate the 15-year traffic volume projections for this area ATS reviewed the 2040 traffic volumes from the Bozeman Transportation Master Plan and scaled the anticipated traffic volume growth to likely 2034 conditions using an overall traffic volume growth rate of 15%. This growth factor was applied in addition to the projected traffic volumes calculated for the Headwaters Academy. The results indicate that most of the study intersections would function adequate through at least 2034 with the added traffic from the Headwaters Academy and the overall background traffic growth in this area. It is possible that the intersection Headwaters Academy Traffic Impact Study Bozeman, Montana Abelin Traffic Services 10 November, 2019 of 11th Avenue may fall to LOS D during the PM school release period by 2034. However, this issue will be significantly influenced by the student enrollment growth at Bozeman High School. It is likely that the new Gallatin High School on Oak Street will limit growth at Bozeman High School over the next 10-20 years and may reduce the need to make intersection improvements in this area. If MSN-3 from the 2017 Bozeman Transportation Master Plan (construct North 11th Avenue from the intersection with Durston Road to the intersection with Oak Street) is implemented in the next 20 years, the traffic volumes on 11th Avenue could increase to the point where a traffic signal becomes warranted at Durston Road. Since this road expansion is not currently on the City of Bozeman Capital Improvements Program it is not known when it may be constructed. The need for a traffic signal at this location should be evaluated only when and if this project is completed in the future. I. IMPACT SUMMARY & RECOMMENDATIONS As proposed, the new Headwaters Academy will not create any roadway capacity problems in this area. No roadway improvements are recommended with the project. It is recommended that the sidewalk along Durston Road adjacent to the frontage of the property be widened to 5-6 feet to improve pedestrian mobility and that the planned parking area be modified to increase the throat distance from Durston Road. If the school plans to coordinate student activities with Bozeman High School, it would be desirable to install an actuated rapid flashing beacon at the existing crosswalk at 11th Avenue.
