He also commented on the Parking BenefitDistrict around the downtown area and questioned the intent of the district.Eric Sutherland; Commented on how he would like more information on action item number 5, thePassport App contract and would like more insight on its intent.David Kack, 1107 Pinnacle Star St; Pointed out that parking is the end of a transportation movement, andtraffic and parking are directly linked together. He suggested that we provide alternative options toparking, such as a shuttle. We need to provide options.Alan McCollum, 1849 East Cameron Bridge Road; Gave his opinion of paid on street parking downtown.Michael Delaney, 101 East Main Street; Talked about a parking ticket he received in the Parking Garageand how he would like to see more accommodation of overtime parking citations.KathyPowell, 1215S3'dAve;Shewasencouragedbytheideaofashuttletothedowntowncorridor. Shealso commented on the small businesses in the Parking Benefits Districts and would like more explanationof how it will work.Katie Wayne,2!t E Main St; Commented on the vibrancy of downtown and how she would like to see acontinue flow of parking downtown. She would like downtown businesses to be a priority whenconsidering parking downtown.David Loseff, 105 E Main St; Discussed the shuttle to downtown. He suggested that City employees shouldbe the first to test out the shuttle system.Mike Hope, 211 E Main St; Stated that there is a perception problem of parking and believes in finding asolution. Update from Parking Program Manager on Ordinance 203307 :5'J.:28 AM (00 :2 1 : 34)Mr. Meece explained the Ordinance 2033, and how it passed at the City Commission with a split vote andwill be revisited for a second vote on a "consent to" item on the 23 of March. He explained that there wereamendments made by the City Commission to Ordinance 2033.Commissioner Wiseman asked for the final language of the Ordinance to be emailed to the ParkingCommission.Brit Fontenot explained the procedure for the split vote and adoption of ordinances, and how it will goforward from here.Commissioner Neubauer explained how he feels that the public is not being heard and that there are a lotof details that need to be addressed before we can get the public onboard.08:00:014M (00:30:071Commissioner Winston asked about the procedural policy for the second reading and amendments.Mr. Meece po¡nted out that there can be additional public comment and Parking Commission commenton the policy and Resolution of lntent.Commissioner Egge asked what the Parking Commissions role would look like for the future of thisOrdinance.Commissioner Pohl pointed out that there needs to be more clarity in the Ordnance, and there aremisconceptions of the Parking Benefits District. 4Exhibit 1: Bozeman Parking Commission,T /9/2O2O08:10:09 AM (00:40:15)Commissioner Wiseman pointed out that this issue originally came from North East block of Lamme St.He also pointed out that the Parking Commission has never discussed if a Parking District and Benefit Zonesactually work and serve their purpose. He also feels like this has never been discussed among the ParkingCommission if we actually need this district and feels like much more data must be collected and analyzedbefore implementing such a district.Mr. Fontenot explained that the concept of a district originally came from the strategic parkingmanagement plan, and pointed out that it was brought to the City as part of that plan'Commissioner Wiseman pointed out that the Strategic Plan says to "explore and investigate" the planMr. Meece explained that the Parking Commission did approve the concept of the Parking CommissionBenefit District which staff used as the basis of ordinance No. 2033.08:15:22 AM (00:45:28)Commissioner Egge commented on the policy and its intention. He stated there are lessons that shouldbe considered due to this policy implementation.08:17:19 AM (00:47:251Mr. Meece stated that this is a Parking Commission lssue. Public policy is not always easy, and staff isworking from instructions given by the Parking Commission. (Exhibit 2)Mr. Meece stated that Mayor Mehl scheduled an open public meeting with the Parking Commission andthe City Commission on April 20 at 6 pm. He discussed that this was in theoriginal agreement worked out with the City. (ExhibitÐMr. Meece explained the Resolution, contract cost, and the intended use of the mobile parkingapplication. He stressed that this is contract is for a piece of technology, and not a policy decision regardingfree on-street parking. lt is a tool for better parking management.Commissioner Wiseman asked about the privacy policy issued brought up earlier, and the privacy of theapp.
7Exhibit 1: Bozeman Parking Commission,7 /9/2O2OMr. Meece pointed out that this is voluntary use application, the pay stations will still be available for use.Commissioner Winston asked about the access and the use of the app in the future.09:05:50 AM (01:35:56)David Fine pointed out that if you would like to experience the Passport app, MSU uses it in their parklnggarage.Commissioner Neubauer asked about the app, how it is used, and future costs.Commissioner Winston asked about the privacy protection of the application.Mr. Meece confirmed that all the departments have signed off on the legal privacy policy of the city.Commissioner Pohl pointed out that she has used the app in different cities, and how convenient it is touse.O9:I2:1.2 AM (01:42 : 18)Commissioner Egge asked about the functionality of the app and its advantages.Commissioner Carpenter asked about the prepayment system in the Parking Garage.Mr. Meece explained how the garage payment system works in the parking garage.Commissioner Pohl asked about the signage in the Parking Garage.Mr. Meece explained the strict guidelines the City has for digital signage, and how the permitting processis moving forward.Mike Hope, 211- E Main St; He would like to see a parking task force to discuss the implementation ofstrategic plans.Cory Lawrence,24 W Mendenhall St; Pointed out that the concept of the software is a positive concept.He encourages public discourse on the topic.Amy Burton, 105 West Main, Baxter Hotel; Stated she would like to know the intent and goal of thePassport Application and its utilization. She questioned the intent of the app, and how it will be used outside the Garage. Sheasked that public comment be taken seriously when considering the implementation of changes toparking.

He pointed out that it would be niceto have an additional charge for extra parking and not a citation.09:38:41AM (02:08:47)Commissioner Pohl asked about the procedure to change from free two hour parking to paid parking.Mr. Meece explained that the Parking Commission would have to have a Resolution and legislative processbefore implementing any change.Commissioner Pohl stated that the agenda item being discussed today, and the strategic plan are all publicdocuments.Commissioner Wiseman asked about other benefits of the app.Mr. Meece explained there are no hidden agendas; the app is for better customer service and ease of useof the garage.Commissioner Neubauer also stated that there is not a hidden agenda intended for adoptlng the PassportApp.Commissioner Egge stated his understanding of the app being discussed.
