MEETING DATE: June 22, 2020 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to execute a Collection Agreement with the USDA Forest Service Custer Gallatin National Forest for Hyalite Canyon Road guardrail installation. BACKGROUND: In 2009, the City of Bozeman and Gallatin National Forest partnered to install guardrail along Hyalite Canyon Road to protect the City’s Hyalite Creek water supply system from vehicles running off the road and into the creek. If a vehicle accident caused gasoline or other vehicular fluids to discharge to Hyalite Creek, and that contaminated water entered the City’s water supply system, significant time and expense to purge the contaminated water from the system would be required along with potential water boil orders. Should this event occur, the Hyalite Creek water supply system, which supplies 40% of the City’s water supply, would be rendered temporarily inoperable. Since the completion of the 2009 guardrail project a length of road proximate to the City’s Hyalite Creek water supply intake has been identified as needing guardrail protection. The purpose of the attached Collection Agreement and its incorporated Financial Plan is to document the voluntary contribution of City funds to the Forest Service to install approximately three-quarters of a mile of additional guardrail. The Collection Agreement identifies a $60,000 contribution by the City to be provided to the Forest Service as a reimbursement upon completion of the guardrail work. This is a one-time contribution to the Forest Service who will own and maintain the guardrail installed, as well as administer its construction contract. FISCAL EFFECTS: The adopted FY21 Capital Improvements Plan contains project W99 – Hyalite Guardrail Extension funded at $70,000. The Collection Agreement obligates the City to reimburse the Forest Service at an amount of $60,000 for this project. Sufficient funding exists to enter the Collection Agreement. 151 ALTERNATIVES: As suggested by the Commission.
