Recently there has been some discussion among board members about the UDC and its relationship to our growth plan. I'd like to offer some additional language for the growth plan for the board's consideration (I'vespoken with the Planning Board chair, and he has indicated interest in seeing the proposed language come to the board for a vote on Tuesday). Would you please distribute this to the group with our packet materials? The language below reflects the input from conversations I've had over the last two weeks with several members of the planning board, the Community Development director, and several prominent members of the design and development community, all centering around: 1) is the codeoverly prescriptive? 2) is the code too complex? 3) is the code applied consistently and reasonably? 4) does the planning department have appropriate staffing? --- Towards the end of ensuring that our regulatory environment is aligned with the goals of this plan, an addition metric and goal is proposed for A City Powered By Its Creative, Innovative, And Entrepreneurial Economy: Metric: The portion of development applications accepted (not deemed incomplete) on initial submittal. Target: No more than the average of [five identified peers, such as Olympia, flagstaff, bend, missoula, billings, Eugene, or fort collins] Goal: A regulatory environment that supports the Community Plan goals. Ensure that the Planning Department is supported with the resources required to effectively implement this plan, to dedicate staff to long range and regional planning efforts, and to process development applications expeditiously. Continuously invite and give due consideration to the input of design and development professionals in the improvement of the city's project evaluation processes and development code. Retain a national firm that specializes in form-based development codes to evaluate the city’s UDC, especially with regard to completing the transition to a form-based code and simplification so that it can be understood by the general public and consistently applied by planning staff. Differentiate between development and redevelopment. Allow relaxations of code provisions for developed parcels to allow redevelopment to the full potential of their zoning district.
