This past week has again raised national attention to structural issues in policing that can put communities and police at risk. It leaves me with several
questions for city officials.
• Are the policies and procedures of the Bozeman Police force in compliance with the recommendations of the 2015 President’s Task Force on 21st Century
Policing?

• What are the current Bozeman Police policies on the use of force? Has the police department reviewed and acted on the outcomes of the 2016 Police Use
of Force Policy Analysis that shows more restrictive policies on the use of force was associated in less deaths at the hands of police in large cities across the
nation? See http://useofforceproject.org/#project
o Eight immediate steps that can be taken based on the Use of Force Policy Analysis are listed below. Is this already a part of the Bozeman Police policies
and procedures or, if not, can they be included?
• Ban chokeholds and strangleholds
• Require de-escalation
• Require warning before shooting
• Exhaust all other means before shooting
• Duty to intervene and stop excessive force by other officers
• Ban shooting at moving vehicles
• Require use-of-force continuum
• Require comprehensive reporting each time an officer uses forces or threatens to do so
I have the highest regard for our local officers who put their lives on the line for the safety of our community. We need to open a dialogue with our police
and city officials to ensure that we are following best practices for the safety of BIPOC (black, indigenous and people of color) and all individuals in our
community.
