Following, board members, Steve Wheeler and David Magistrelli voiced support for the previously discussed neutral (or minimum) point system. 08:53:19 AM (00:54:49) Board members informally voted 5-1 to remain with the neutral score sheet of 30 and 12. 08:54:02 AM (00:55:32) Chairman Thane introduced the Community Housing Fund Proposal Scoring Methodology v6. Chairman Thane explained that the text highlighted in purple is proposed to separate proposals with dwelling units versus those without. Following, Chairman Thane summarized the scoring process for board members and staff. 08:56:52 AM (00:58:22) Board members informally voted 6-0 to approve the proposed scoring methodology. 08:57:09 AM (00:58:39) Board members discussed page two of City of Bozeman Community Housing Fund Allocation Process & Priorities. Mr. Wheeler voiced concern for Fund Allocation Priorities: #2: Low-Interest Loans or No-Interest loans. 09:02:05 AM (01:03:35) Brian Guyer suggested making item #6, “Housing Preservation” a higher priority within the list. 09:00:58 AM (01:02:28) Community Housing Program Manager, Tanya Andreasen shared that according to the City’s Finance Director, no-interest loans are not sustainable. 09:03:16 AM (01:04:46) Board members informally voted 6-0 to strike language that recommends no interest loans under Item #2, D and F. 09:04:24 AM (01:05:54) Members discussed the Community Housing Fund Scoring Sheet document and proposed edits. FYI/Discussion 1. 09:11:11 AM (01:12:41) Seat at the Table 2020 (Tanya Andreasen) Tanya Andreasen introduced Seat at the Table and explained its purpose. The upcoming Seat at the Table, date to be determined, will be about affordability – Gallatin County, City of Bozeman, and City of Belgrade have been asked to contribute funds. 2. 09:12:57 AM (01:14:27) City of Bozeman, Community Housing Program Education (Tanya Andreasen) Tanya Andreasen shared that she is taking education into consideration when looking at this year’s budget for print materials and outreach and asked board members what they wish they knew and what they wish others knew to level understanding in conversations. Following, board members discussed issues they wish community members were aware of. 09:20:30 AM (01:21:59) Commissioner Cunningham raised the point that there are climate and other serious implications when your workforce lives in another community. He suggested creating characters with stories to represent a variety of individuals and where they sit on the housing bridge to demonstrate their situations. 3. 09:22:38 AM (01:24:07) HRDC Monthly update (Brian Guyer)  Warming center open through March  Wheat Drive plans approved to start work on the new warming center location  Willow Springs Development – 24 unit town home project – expect to have occupancy by June 1st 09:25:00 AM (01:26:30) Noel Seeburg provided an update on the real estate market and explained that while it is still a seller’s market due to inventory, interest rates have decreased which help buyers afford more. 09:26:24 AM (01:27:54) Chairman Thane asked members to look at including condominiums in the inclusionary zoning ordinance, raising the income limit to 125% AMI to qualify for home purchase, make houses sold at an affordable price available to those not going through the affordable housing program, and to look at ADU code changes to allow a detached ADU in R1 without a Special Use Permit.
