Appointment to TOP Committee Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Mike Maas, City Clerk SUBJECT: Appointment to the Trails, Open Space and Parks Committee (TOP) MEETING DATE: June 8, 2020 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the Trails, Open Space and Parks Committee, Recreation and Parks Member Position, with a term ending April 15, 2021. BACKGROUND: The Trails, Open Space and Parks Committee (TOP) currently has one vacancy due to a resignation. One current Recreation and Parks Advisory Board member has applied to the following position: 1. Recreation and Parks Member, expiring April 15, 2021. According to Ordinance No. 1857, Chapter 2, Article 5, Division 19 of the Bozeman Municipal Code this Committee shall be made up of citizens, community leaders and experienced professionals to advise the city commission on parks, trails and open space development possibilities and to assist in the implementation of the city of Bozeman 2012 Parks, Trails and Open Space Bond as adopted by Resolution No. 4386 and approved by the voters on November 6th, 2012. BMC Section 2.05.3010. - Creation; powers, duties and authority; membership. A. Creation; powers, duties and authority. The City Commission creates the Trails, Open Space and Parks (TOP) Committee and authorizes the TOP to exercise the following powers and duties: 1. Assist the City Commission in the establishment of procedures and guidelines for the evaluation of projects for which funds are proposed to be expended. 2. Review and make recommendations to the City Commission on proposals for the use of parks, trails, and open space bond funds. 3. Adopt bylaws for the operation of the committee, subject to the approval of the City Commission. 4. The TOP may have such other duties and responsibilities as directed by the City Commission. B. Actions advisory only. C. Members; appointments and terms. 139 1. All appointments to the TOP shall be made by the City Commission. 2. One voting member shall be a member of the Recreation and Parks Advisory Board (RPAB). The RPAB may make a recommendation on appointment of its member to TOP. 3. The director of the Bozeman Parks and Recreation Department shall serve as an ex-officio member of TOP. 4. There shall be five members of the TOP committee. The terms of the initial five members shall be as follows: One member to serve for one year, two members to serve for two years, and two members to serve for three years from the date of their appointment. After initial terms, TOP members shall serve three year staggered terms. Each member may be reappointed with a three term limitation on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of the terms. 5. The City Commission shall affirm one commissioner to act as liaison between the TOP and City Commission. 6. A TOP member shall receive no compensation for the member’s service. TOP members shall be entitled to previously authorized expenses, including travel expenses incurred during the discharge of duties. 7. TOP members shall reside within the city limits of Bozeman and shall have expertise in such areas as finance, real estate, landscape architecture, public health, planning or law. 8. A TOP member may be removed by a majority vote of the City Commission at any time for any reason. This committee currently has one vacancy. I've been involved in our annual Story Under the Stars film at the Mansion and coordinator for our annual Story Mansion Holiday Tea. My background in public history began in 1990 where as a Geography and History major at MSU, I have have either volunteered or been employed in public history, local conservation or trails efforts. I have volunteered in local trails efforts through GVLT, assisting with data entry and trail work. I also assisted GVLT, Trust for Public Land and the City of Bozeman (under Mayor Krauss) in establishing a connecting trail extending College Avenue to the Galligator Trail network. I am committed to public space and public places that contribute to community connections that foster a love for Bozeman and those that live here.
