Hi Chris,
I am writing to alert you to what appears to be a significant abuse of law, and an attempt to enlarge
property rights onto City-owned properties.
You will recall the alleyway issue on our property, and the negotiated emergency access and alleyway
easement the City granted to South Church residents south and east of us.
Our recollection is that the easement was granted under the guise of health and safety, so that fire and
emergency vehicles could get to the back of the properties, and turn around. (Sauna fire-Gullickson)
The City provided the easement off the NE corner of the Pete’s Hill Parking lot, across City-owned library
lands, to the southerly terminus of the platted alleyway.
The City provided the gravel and dirt work to establish and improve the alleyway, and the emergency
‘hammerhead’ turn-around.
I have attached an aerial photo from the City’s GIS system that I printed today. I have attached photos of
vehicles parked in the alleyway, which we understood to be illegal, and specifically mentioned to the
neighbors as a barred behavior.
Our neighbors have completed a home and garage construction project, where for many months during
construction there were materials, vehicular staging, etc. The construction appears complete.
The Labyrinth is complete.
In the course of the projects, it appears the graveled surface of the hammerhead and alleyway has
increased significantly, far exceeding the 25’ platted alley width, encroaching on City/ Library Lands.
The residents park vehicles along and at the end of the platted alley.
It is time that the Library lands are re-seeded and returned to the original green space, and that the alley
and hammerhead constructed by the City return to the original footprint established by the City.
The expansion into and taking City property for personal benefit is tiresome and wrong.
The City needs to defend its property rights on this.
We would like for you to come and view this for yourself, with a copy of the attached photo.
We would like for the City to enforce the re-establishment of the parklands, hammerhead, and alley in
their proper respective locations as originally installed by the City.
We would like to see the parkland grasses re-established where the neighbors have enlarged the
emergency access and alley.
