RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to COP Construction, LLC for the Schedule Total Bid in the amount of $3,126,126.00, and final contract documents once received.
BACKGROUND: Attached is a copy of the Notice of Award for the above referenced project. The project consists of approximately 7,625 feet of 24, 21, and 18-inch diameter sewer main, associated manholes, two jack and bore installations (one at a railroad spur and one across East Main), an all-weather access road, and surface restoration of the areas affected by construction. The new mains will be replacing existing undersized mains and are necessary to provide the capacity to allow for future development in the vicinity of the hospital and lands to the south. The project is in conformance with the City’s Wastewater Master Plan.
Bids for the above-referenced project were opened on April 10, 2020 with 4 bids being received. The low bid was submitted by COP Construction, LLC in the amount of $3,126,126.00. The engineers estimate was $3,191,972.90. The Bid Tabulation, Engineers award recommendation, and the DEQ award
authorization letter for the project are attached.

ALTERNATIVES: Disapprove
FISCAL EFFECTS: This project will be financed with cash-on-hand in the Wastewater Impact Fee Fund and a loan from the DNRC’s State Revolving Loan Program. The project budget includes this full bid amount for construction costs ($3,126,126), as well as construction management and project contingency and other loan requirements. This project was included in our recent rates and our current wastewater rates anticipated debt service payments and revenue coverage requirements to build this project. Our current capital improvement program includes annual debt service payments in the Wastewater Impact Fee fund for this project.
