Notice of Award to COP Construction LLC for Davis LS and Norton Sewer Proj Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Shawn Kohtz, City Engineer SUBJECT: Davis Lift Station and Norton East Ranch Outfall Sewer Project - Notice of Award MEETING DATE: June 1st, 2020 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to COP Construction, LLC for the Total Bid Price in the amount of $16,487,487.00, and final contract documents once received. BACKGROUND: Attached is a copy of the Notice of Award for the above referenced project. The project consists of the installation of approximately 13,000 linear feet of new 27- to 30-inch sanitary sewer main from Baxter Lane to East Valley Center Road via Cattail Street and Davis Lane, approximately 700 linear feet of 30-inch sanitary sewer installed by microtunneling, a new lift station north of the Interstate (I-90) Frontage Road, and dual 18-inch force mains from the lift station to the water reclamation facility. Approximately 2,200 linear feet of new 12-inch water main will also be installed on Davis Lane, as well as approximately 700 linear feet of 16-inch water main installed with the sanitary sewer in the casing under I-90, the associated frontage roads, and the MRL railroad track. Bids for the above-referenced project were opened on April 21, 2020 with 2 bids being received. The low bid was submitted by COP Construction, LLC in the amount of $16,487,487.00. The engineers estimate was $16,140,878.96. The Bid Tabulation, Engineers award recommendation, and the DEQ award authorization letter for the project are attached. Of the total costs, approximately $14.4 million are associated with the sewer main and lift station. The remainder is for the water main work. The sewer main costs are higher than the predesign estimates. Some of this is due to inflationary increases, but there were a number of other issues that came up during design which also resulted in cost increases. The most significant was the interstate, railroad and frontage road crossings. The length, depth, existing material, and strict alignment and depth control resulted in the need to install the casing by microtunneling instead of other more common, less costly methods. The existing soil in many areas of the project were found to be unsuitable and as a result will need to be replaced with imported backfill material. Fiber optic was added not only to the crossing, but along the force main between the lift station and water reclamation facility. Inability to get easements from adjoining property owners resulted in more asphalt removal and replacement than was originally anticipated. The lift station wet well needed to be deeper than originally thought and the 9 building needed to be placed on fill due to the topography. Finally, on the south end of the project, the sewer main had to be rerouted to go down Arabian rather than the nearby open space due to easement and wetland issues. It should also be noted that the bid includes $585,000 in contingency for unforeseen items that are encountered and may not all be used. UNRESOLVED ISSUES: None ALTERNATIVES: Disapprove FISCAL EFFECTS: This project will be financed with cash-on-hand in the Water Impact fee, cash-on-hand Wastewater Impact Fee Fund and a loan from the DNRC’s State Revolving Loan Program (for the wastewater system improvements only). The project budget includes this full bid amount for construction costs ($16,487,487), as well as construction management and project contingency and other loan requirements. This project was included in our recent rates and our current wastewater rates anticipated debt service payments and revenue coverage requirements to build this project. Our current capital improvement program includes annual debt service payments in the Wastewater Impact Fee fund for this project.
