HOME OF MONTANA STATE UNIVERSITY GATEWAY TO YELLOWSTONE PARK board had received incorrect information and that the people they had gotten the information from were not in the place to rnalce that call. Superintendent Dingman reminded the board that their job is to advise the City Commission on issues, not to make decisions that are ultimately up to the staff. He cautions the board on what to get involved with, especially manipulating the budget. He also stated the board can provide him with a list of items or needs that they would like to see in next year's budget. To reiterate the issue --Capital Improvement Projects are what is approved not the amount of money, once the project is complete any money left over cannot be used for other projects the money goes back into the general find. This process is to prevent departments from cushioning their budgets so they have left over money to buy what they know would not be approved. Director Rosenberry clarified that trees may not be a CIF item, she stated there should be a landscape plan completed with a needs assessment. B: Whcre is the money for the entry and dirt work? Them money is still in the budget. C: Can the left over money be used far other projects inside the cemetery? No, left over money cannot be used for other projects, the funds go back into the general fund. Item #4 -Bud et clarification for FY07 what was asked for: Foreman Murphy gave a description of what was asked far in the FY07 budget. FY06 budget total was $399,301 this year FY07 is $391250. Superintendent Dingman and Foreman Murphy met four times and once with Assistant City Maa~ager Ron Brey regarding the budget. They feel it carne out very well, there is money in the budget for half of a software package and a new mower is in the capital. There is money for three full time employees and six seasonal workers. Superintendent Dingman, Foreman Murphy and Director Rosenberry will meet and figure out the budget. Item #5 -Rate increase status - re uest for final co of fee increases: I was decided that fee increases should be looked at every year, because in the past 80% to 90 % of the operation funds came from the general funds with the fec increase it changed 70%. A 50/SO split would be ideal but not realistic. approved by the commission. Superintendent Dingman stated that asking the cormmission to reconsider is not an option. Item #9 ---Veterans Wall: Boardrnenaber Derby is working with Foreman Murphy on the wall and wants to include WWI and WWII, and Korean veterans on the wall. Bozeman is pretty much the only city that does not have a veteran's wall. Boardmember Derby is investigating the possibility of purchasing one of the moving walls once the government retires a set. Foreman Murphy has the information from when the moving wall was in Bozeman 11 years ago. Boardmembers Derby and Craft and Foreman Murphy will meet before the next meeting so they can provide more information. Boardmember Derby stated he has received all the notes from retired Boardmember Page and they can go from there. He stated his plan. will include trees. Item #10 -Other Business: Stuart Bernard the new Deputy City Clerk came and introduced lumself and requested corrected contact information from the board. Secretary Dipzinski will forward the board information once updated. Neiglaborhood Coordinator Tracy Oulman came to compile information regarding the board and to hand out thank you pins to board members. She passed out a copy of the list boards and what they do, she asked if there were any issues that should. be followed up on. She is looking far feed back on what would be meaningful in the future. She gave an update on the event held at the Emerson for all boards and staff associated with the boards, it had a good turnout. Park and Recreation Board Liaison Cook said it was good venue, he met other board members and felt it worked out well. Coordi~aator Oulman wanted to make sure boards work well together, she is trying to make it a smooth partnership with other board members. She requested the following information: When you started on city board what kind of info did you receive? Is there information you wished you would have received but didn't? Boardmember Fordyce stated she was given a tour and that she met with Russ on the issue of the trails and looked at the perimeter trials and what the options were. She feels she got a pretty goad introduction. She would have liked to have known more of the general information on what responsibilities where, what they expect to accomplish and how the board works. .~ Foeman Murphy suggested planting trees the same size as what is there at that time of the new planting that way they will stay about the same size as they grow and it will be more uniform. The next meeting will be held in the City Hall Conference Room, Thursday, November 9, 200E at 1:OOpm to 3:OOpm. Michelle Dipzinski, the recording secretary, will contact Chairperson Tuckerman and Superintendent Dingman three weeks prior to the next meeting to set up the agenda. The meeting adjourned al 3:03 Russ Tuckerman, Chairperson Date SUNSET HH.LS CEMETERY ADVISORY BOARD The Cemetery Board is created pursuant to Section 7-35-4101, M.C.A. and Chapter 2.76 of the Bozeman Municipal Code. This board is comprised of five members, serving staggered three-year terms. A majority of the members shall be residents of the city, and one member shall he a representative of a recognized veterans group whenever practical. The Board is advisory to bath the City Commission and the Director of Public Senrice, making recommendations regarding operation of the Sunset Hills Cemetery.
