HomeMy WebLinkAboutWC Plan_RFP ClarificationsWater Conservation Plan RFP Response to Questions 1) Can you please clarify Task 5 and what you are intending for a capital improvement plan? The Capital Improvement Plan should include capital projects that would improve the efficiency of City-owned assets and operations to support water conservation goals. Some examples may include; demonstration gardens, installation of water supply monitoring equipment such as stream gages, infrastructure leak detection and repair, water metering infrastructure, retrofit projects for City facilities and parks, etc. The intent of Task 5 is not to develop a capital plan for large water supply development projects nor is it to evaluate large-scale optimization potential of existing water supplies. Task 5 should include projects directly addressing demand reduction that fall under the purview of Water Conservation Division staff. 2) For proposal evaluation can you further explain how the listed criteria will be utilized in the selection process? The first criterion listed in the RFP is included at the City’s discretion. All subsequent criteria are required per Sec. 18-8-204 of Montana Code Annotated. Weighting factors have not been pre-determined. City staff will consider all criteria when evaluating proposals, and will employ best professional judgement when considering the criteria in relation to the preliminary scope of work outlined in the Water Conservation Plan RFP, specifically. 3) Do you have a specified budget for this project? Generally, planned budgets for capital expenditures as well as significant planning and study efforts are contained in the City’s Capital Improvements Plan (CIP). The CIP is publicly available at the City’s Finance Department webpage. The City’s FY20 CIP includes $60,000 for project WC06: Water Conservation and Efficiency Plan.
