HomeMy WebLinkAboutOrder ED-11 - Reopening City Hall, Stiff Professional Building and other City Facilities to Public Entry co.►A CITY OF BOZEMAN,MONTANA ORDER ED—11 FOR COVID-19 PANDEMIC Ordered this 12th day of May,2020 Reopening of Bozeman City Hall, Stiff Professional Building and Other City Facilities to Public Entry WHEREAS, on March 13, 2020, the President of the United States issued a Proclamation on Declaring a National Emergency Concerning the Novel Coronavirus Disease(COVID-19) Outbreak; and WHEREAS, on March 12, 2020, the Governor of the State of Montana issued Executive Order No. 2-2020 Declaring a State of Emergency to Exist Within the State of Montana Related to the Communicable Disease COVID-19 Novel Coronavirus; and WHEREAS, the Health Officer and Board of Health for the Gallatin City-County Health Department are implementing precautionary and protective measures for the citizens of the City of Bozeman; and WHEREAS, on March 16, 2020 the City Manager issued an Emergency Declaration establishing certain authority and powers which such Declaration is incorporated herein; and WHEREAS, on April 22, 2020 the Governor of the State of Montana issued an Executive Directive for a three-phased plan which provides guidance for reopening operations; and WHEREAS, on April 23, 2020 the Gallatin City/County Health Department adopted the Governor's April 22, 2020 Executive Directive; and NOW,THEREFORE,as City Manager of the City of Bozeman,Montana, and as chief executive officer of the City, and pursuant to the authority vested in me by the City of CITY OF BOZEMAN,MONTANA ORDER IMPLEMENTING MARCH 16,2020 DECLARATION OF EMERGENCY FOR COVID-19 NOVEL CORONAVIRUS Page I of 3 Bozeman Charter and the laws of the State of Montana, I hereby issue this Order in fulfillment of the Emergency Declaration("Declaration") dated March 16, 2020. As such, I order the following: 1. This Order supersedes Order ED-06, Closure of Bozeman City Hall, Stiff Professional Building, and other City Facilities to Public Entry issued March 23, 2020. 2. The Alfred M. Stiff Professional Building, 20 East Olive Street, will reopen to public entry effective on Thursday, March 14, 2020 with limited hours. Effective Monday, May 18, 2020 the building will be open to public entry during regular business hours. 3. City Hall, 121 North Rouse Avenue, will reopen to public entry effective on Monday, March 18, 2020. Certain departments within City Hall will reopen to public entry on a later date and may be open only limited hours. 4. The Bozeman Public Library will reopen to the public when the State of Montana begins Phase 2 of its reopening plan, as determined by Executive Order. 5. The specific hours all City facilities and specific City departments or divisions are open to public access, including those facilities not specifically addressed in this Order, must be posted on the City's COVID-19 information page on the City website and on the facilities' entry doors used by the public. In addition, each department or division will post their public hours on their department or division webpage on the City's website. The days and hours City facilities and departments or divisions are open to public access are expected to change over time and such changes must be promptly posted to the applicable webpages on the City's website. 6. Department Directors supervising functions in each of the City facilities have developed reopening plans that demonstrate how the department or division will take all reasonable steps to provide services to the public in a manner that provides for health and safety of employees and the public. Components of these department plans addressing public services must continue to be posted on the City's website. Amendments to these plans must be submitted in writing to the City Manager for approval. Any reduction or cancellation of services must be posted on the City's website and must include a statement listing the date services are estimated to be reinstated. 7. Reopening of all City facilities and resumption of City operations must be done in accordance with all applicable federal, state, and local orders and Gallatin City/County Health Department rules. This Order will be in place until canceled or superseded by subsequent Order of the City Manager. 9. The contents of this Order must be posted on the City's website. 10. City departments must take all steps necessary to implement this Order. Dennis M.
