Babcock, Suite 3 Bozeman, MT 59715 January 16, 2016 Re: Pine Meadow Subdivision Traffic Impact Study Marvin & Associates was retained to perform a Traffic Impact Study (TIS) to address potential traffic impacts that could be associated with the proposed Pine Meadow Subdivision located on Valley Drive between Durston Lane and Babcock Street in Bozeman, Montana. The City of Bozeman subdivision standards require a traffic impact study be completed for new subdivision developments to ensure that additional subdivision traffic does not impact the City street system and that the subdivision accesses are designed to operate safely and efficiently. The TIS for Pine Meadow Subdivision concentrates on impacts associated with Valley Drive intersections on Durston Road and Babcock Street. All other key intersections with arterial or collector streets are located more than 0.5 miles from the proposed subdivision. A summary of the TIS analysis for Pine Meadow Subdivision is contained within this letter and attachments. The Pine Meadow Subdivision will include plating of 18 single family dwelling lots. The new lots would all be located on the east side of Valley Drive as indicated in attached Figure 1. There are currently 14 single family homes located on the west side of Valley Drive between Durston Road and Babcock Street and 8 single family homes located on the east side of Valley Drive north of Babcock Street and south of the Pine Meadow Subdivision's southern boundary. Direct access to the site would be provided by driveways on Valley Drive. Valley Drive can only be accessed by intersections with Durston Road and Babcock Street. Babcock Street and Durston Road are both arterial streets and their intersections with Durston Road and Babcock Street are controlled by stop signs on Valley Drive. Both Durston Road and Babcock Street have single through lanes in both directions with continuous two-way center left-turn lanes. Valley Drive has a variable width gravel surface along its length and single approach lanes to both Babcock Street and Durston Road. Existing Traffic Volumes Peak pm turning movement counts were taken at the intersections of Durston Road and Babcock Street with Valley Drive. Turning movements counts were also taken at the intersection of Durston Road and New Holland Drive because of its proximity to the Valley Drive intersection (155' separation). Also shown in Figure 2 are average weekday traffic (AWT) volumes on the potentially impacted street segments. The AWT volumes were calculated using traffic counter data from a previous study on Babcock Street and Durston Road. Hourly traffic variations in 24-hour data was used to project AWT volumes based on the peak PM hour counts taken in October 2015. Hourly traffic data indicated that the peak PM hour traffic volumes were substantially higher than the AM traffic volumes. Since conflicting traffic flows that would be associated with Pine Meadows Subdivision, the greatest impacts would occur in the peak PM hour. Existing Capacity Capacity calculations were completed for the potentially impacted intersections on Durston Road and Babcock Street (see attachment). The calculated measures of efficiency are summarized in Table 1. It can be seen that none of the traffic movements at the Durston Road and Babcock Street intersections currently operate below level of service (LOS) "B" in the pm hour. Observation of operations at the intersections indicate that the capacity calculations accurately reflect actual operations. Table 1. Code 210 "Single Family Dwellings" was used to predict trip generation for this development. Code 210 trip generation rates were applied to the 18 units being proposed and the number of trips that would be associated with this development is summarized below. Pine Meadow Subdivision Trip Generation No. Trips Enter Exit Average Weekday 217 109 108 Peak AM Hour 14 4 10 Peak PM Hour 22 14 8 ITE Trip Generation Report,9th Edition Code 210 Single Family Dwellings Trip Distribution The directional distribution of new trips to and from the site was based largely on the directional distribution of existing traffic to and from Valley Drive at the intersections of Durston Road and Babcock Street. Location of the subdivision which is in close proximity to Durston Road would influence the distribution of trips to each of the Valley Drive intersections. Approximately 70% of the trips would be to and from the north at Durston Road and 30% would be to and from the south at Babcock Street. At the Durston Road intersection 45% of the trips would be directed to and from the east and 25% would be directed to and from the west. At the Babcock Street intersection, 30% of the trips would be split with 15% to and from the west and 15% to and from the east. The resulting trip distribution is summarized in attached Figure 3. Traffic Assignment Peak AWT and pm peak hour site traffic assignments on the existing street system were completed using the trip generation numbers applied directly to the trip distribution percentages. Attached Figure 4 illustrates the site traffic assignment of AWT and peak pm hour traffic. The site traffic assignments were added to existing traffic volumes at the Durston Road and Babcock Street intersections, which resulted in the traffic volumes shown in attached Figure 5. Site generated traffic would increase the AWT on Valley Drive by approximately 152% south of Durston Road and by approximately 55% on Valley Drive north of Babcock Street. AWT traffic increases on the surrounding street system involving Durston Road and Babcock Street would increase volumes by less than 2% and is considered to be relatively insignificant. It can be seen that there would be no change in the LOS for any of the traffic movements at the intersections with Durston Road and Babcock Street. Only minor increases in delay and v/c ratios were found. However, there would be no variations in queue lengths. None of the queues would impede access nor inhibit sight distance. Table 2. There is no apparent line of sight restrictions at any of the intersections and the proximity of the Valley Drive intersection and the New Holland Drive intersection does not have overlapping left-turn conflicts that would impede sight distance Future Traffic Conditions A number of street system changes are being planned in the vicinity of the Pine Meadow Subdivision. An extension of Villard Street, west of Michael Grove Avenue will be constructed to Valley Drive which would allow alternate access from Valley Drive to and from the east. An extension of Fowler Avenue from Oak Street at Davis Lane to Babcock Street will be constructed in the future. The Fowler Avenue link will provide an arterial connection between Huffine Lane and Valley Center Drive. Traffic projections for the segment of Fowler Avenue south of Oak Street indicate that future traffic volumes would exceed 7,000 AWT. Additional , traffic projections on Durston Road and Babcock Street were completed for the Valley Drive intersections based on an assumed 2% annual growth rate. Capacity calculations using year 2035 traffic projections were completed (attached) and it was determined that no significant differences between existing and future LOS and delay would occur. Conclusions From our analysis it appears that the addition of 18 new single family dwelling units, as proposed, would not substantially impact the surrounding streets or intersection operations. It also appears that the Valley Drive intersections on Durston Road and Babcock Street will provide ample capacity to operate at an acceptable LOS within a 20-year future time frame. el�z- Robert R.
