1 Purpose
The intent of this report is to address the sizing of proposed main extensions and analysis of available
capacity of existing City of Bozeman (COB) sewer lines for the sanitary sewer collection system for West
Winds Southwest development. The City of Bozeman Design Standards and Specifications Policy and the
Montana Department of Environmental Quality Circular 2 were used for the basis of analysis and design
for this report.
2 Overview
The subject property is bounded by West Oak Street to the South, Davis Lane to the West, Winter Park
Street to the north and Windward Avenue to the east. The property was included with the West Winds
development planning and design and lies within portions of Phase 4 and 5. Figure 2.1 shows the
location of the site, Figure 2.2 shows the existing collection infrastructure surrounding the site which
was completed as part of the previous phases of the West Winds development. Site improvements will
be broken into two major phases. The first phase will include 50 condo units located between Breeze
Lane and Winter Park Street. The second phase will include the area south of Breeze Lane and will
consist of approximately 78 units. Upon full buildout the site will include a total of approximately 128
units.

3 Conveyance and Capacity
Sanitary sewer will be conveyed to existing sewer mains located adjacent to the site within Winter Park
Street. The collection mains are highlighted on Figure 3.1. The existing collection lines are 8-inch up to
the intersection of Tschache Lane and Santa Ana Ct. where a connection is made to the 20-inch trunk
line. For the purpose of this analysis, only the capacity of the existing 8-inch main was considered.
The trunk line serves the majority of the overall West Winds Development including the project site. As
part of the original development, the XL Annexation Agreement reserved sewer capacity in the trunk
line. Refer to Appendix D for a copy of the XL Annexation Agreement. The trunk line has been discussed
in the previous Sanitary Sewer Investigation Reports for the West Winds Planned Unit Development.
The capacity of an 8-inch sewer main was determined based on a minimum grade of 0.4% and a
Manning's n of 0.013 based on City of Bozeman Design Standards and Specifications. Supporting
calculations and model outputs from Hydraflow Express are provided in Appendix A. The pipe full
capacity for an 8-inch main is approximately 334 gallons per minute or about 480,960 gallons per day.
The anticipated peak day demand to the existing 8-inch main was calculated in two ways; the first based
on service area, the second based on the number of units served. The service area of the 8-inch main is
approximately 41.4 acres as shown in Figure 3.1. From Table V-1 (COB Design Standards) and based on
R-3 zoning,the design density is 6.5 dwelling units per acre. The average day demand is 50,534 gpd with
a peak day demand of 224,139 gpd. Refer to Appendix B for supporting calculations.
The number of units was estimated based on past Investigation Reports for West Winds development
produced by HKM and the proposed layout for the subject property. The actual number of units within
the service area may vary based on differences between constructed planned units at the time of the
Investigation Reports. Table 3.1 provides a breakout of the number of units for each area, excerpts from
the HKM reports are provided in Appendix C. Refer to Appendix B for supporting calculations.

The peak demand based on service area and the approximate unit count is provided in Table 3-2 at the
downstream end of the existing 8-inch main. The capacity of the main is also provided in Table 3-2; the
capacity is shown to be under the maximum allowable 75% of full capacity. All on site sanitary sewer
mains will be 8-inch diameter; on site capacity will therefore not be an issue.

This engineer's report is intended to address the sanitary sewer collection system for the Phase 3
Subdivision of the West Winds Planned Community. This report will determine the
recommended sizing of the internal sanitary sewer system and the impact on the outlying sewer
trunk lines. This report was prepared in accordance with the design criteria set forth in the City
of Bozeman's Design Standards and Specifications Policy and the Montana Department of
Environmental Quality Circular 2.
Preliminary Conditions Summary
The Far West Sewer Trunk line is an existing 20" diameter sanitary sewer line that bisects the
West Winds PUD south to north (see Figure 1), and will service the majority of the proposed
West Winds Planned Community, with the exception of the northwest corner. Upon crossing the
West Winds project and intersecting Baxter Lane, the Far West Sewer Trunk Main turns east on
Baxter Lane, where it increases to a 24"main and continues to flow east down Baxter Lane. The
XL Annexation Agreement (1997), which brought the West Winds property into the city limits,
entitled the West Winds Community to a reserved sewer capacity in the original Far West Sewer
Trunk line of 307,200 gpd. A copy of the XL Annexation Agreement can be found in the
appendix of this report.
This flow rate was based on a maximum total of 960 residential dwelling units and an average
flow rate of 320 gallons per residential dwelling unit per day. The 320 gallon/residential „ .
dwelling unit/day figure is conservative. City design standards currently utilize,2.54
persons/dwelling unit and 72 gallons/day/person, or 183-gallons/day/dwelling unit and 150°
gpd/acre for infiltration. West Winds is currently requesting sanitary sewer service for 960 units.
Basis of Calculations
The calculations and recommendations within this report are based on the regulations set forth in
the City of Bozeman Design Standards and Specifications Policy and Montana Department of
Environmental Quality Circular 2. Calculations are provided in the appendix of this report.
Conveyance Facilities
An overview of the sanitary sewer layout for the Phase 3 Subdivision of the West Winds Planned
Community is shown in Figure 1. Eight inch diameter mains will service Phase 3 of the
subdivision, and will extend into the future Phase 4, cross through park area and ultimately -
connect to the 20"� Far West Sewer Trunk Main at the intersection of Santa Anna Court and G o

Phase 3
Phase 3 of the West Winds Panned Community is approximately 12.4 Acres in size, and upon
full build-out, will include 9 single family residential dwelling units and approximately.1_4 I Z 4-
living units in a senior living facility. There will be no flow from industrial plants, major
institutions or commercial facilities into this sanitary sewer system. Using the City bf Bozeman
standard of 2.54 persons per dwelling unit, the city's design generation rate of 72 galloyn.ser .4,0
capita.per day and exceeding the Ten States Standard recommended peaking factor of 4 and
using 4.01 for flow into Far West Trunk Sewer. The estimated peak hourly flow for Phase 3 is qq

The sewer flow from the Phase 3 Subdivision will be handled by a series of 8"diameter PVC 44 sewer mains located along the centerline of the proposed streets; the mains generally flow north
and will continue through the future Phase,l'and connect to the 20"� Far West Sewer Trunk p
Main at the intersection of Santa Anna Court and Tschache Lane, located in Phase 2B. Using
Manning's Equation, and a minimum slope of'004, the full-flow capacity of an 8"main is 0.77
cfs, or 497,664 gpd. The peak hourly flow from Phase 3 will flow at approximately,18.50/6 of the
8"main capacity--well.under the allowed 75% flow limit. Under the described condfio`ns;"a
scouring velocity of 2.20 A/sec is provided. The minimum allowable scouring velocity is 2.00
ft/sec.
As previously mentioned, the sanitary sewer outfall connection for Phase 3 Subdivision will be
the 20"� Far West Sewer Trunk Main at the intersection of Santa Anna Court and Tschache
Lane, located in Phase 2B.
Also in conjunction with the Phase 3 project, a portion of the Phase X sanitary sewer mains will (y,�
be constructed to make the connection to the Far West Trunk Sewer Main; sewer services will be 0,r}'
stubbed out to Phase 4 lots as the main is installed in that area. The sewer main lsaslo going to

Conclusion rat
It is the finding of this report that the existing City of Bozeman sanitary sewer system has
adequate capacity to service Phase 3 subdivision. We also find that the proposed sanitary sewer

recommended sizing of the internal sanitary sewer system and the impact on the outlying sewer
trunk lines. This report was prepared in accordance with the design criteria set forth in the City
of Bozeman's Design Standards and Specifications Policy and the Montana Department of
Environmental Quality Circular 2.

of the West Winds Subdivision. The Westwind Way sanitary sewer extension will service
approximately 10.26 acres in Phase 4 of the West Winds Subdivision, and approximately 11.01
acres in the future Phase 5 development. Upon full build-out of Phases 4, the Westwind Way and
Breeze Lane sanitary sewer extensions will include approximately 68 living units in Phase 2 of

Retirement Community, and 5 single family home lots as detailed in Table 1 below. Assumed
populations are based upon the preliminary site plan applications and the City of Bozeman

major institutions or commiprcial facilities into this sanitary sewer system. Using the City of f- 3 f
Bozeman standard of 2.11 persons per dwelling unit, the city's design generation rate of 89

As previously mentioned, the sanitary sewer outfall connection for the Phase 4 Subdivision will
be the 20"� Far West Sewer Trunk Main at the intersection of Santa Anna Court and Tschache
Lane, located in Phase 2A of West Winds Subdivision. Flows from the Phase 4 subdivision will
add approximately 78,502 gpd to the previous flow of 390,518 �pd from Phases 1 through 3

Conclusion
It is the finding of this report that the existing City of Bozeman sanitary sewer system has

Purpose
This engineer's report is intended to address the sanitary sewer extensions for Phase 6 of the
West Winds Planned Community. This report will determine the recommended sizing of the
internal sanitary sewer system and the impact on the outlying sewer trunk lines. This report was
prepared in accordance with the design criteria set forth in the City of Bozeman's Design
Standards and Specifications Policy and the Montana Department of Environmental Quality
Circular 2.
Preliminary Conditions Summary
The Far West Sewer Trunk Line is an existing 20"diameter sanitary sewer line that bisects the
West Winds PUD south to north (see Figure 1)and will service the majority of the proposed
West Winds Planned Community with the exception of the northwest corner. Upon crossing the
West Winds project and intersecting Baxter Lane, the Far West Sewer Trunk Main turns east on
Baxter Lane, where it increases to a 24"main and continues to flow east down Baxter Lane. The
XL Annexation Agreement (1997), which brought the West Winds property into the city limits,
entitled the West Winds Community to a reserved sewer capacity in the original Far West Sewer
Trunk line of 307,200 gpd. A copy of the XL Annexation Agreement can be found in Appendix
A of this report.
The northwest corner of West Winds Subdivision will be served by the 24" diameter sanitary
sewer main in Davis Lane. The Davis Lane main was extended into the West Winds Subdivision
to service portions of Phase 5 and 6 and all of Phases 7 and 8 in 2009. The areas of the West
Winds development that will be serviced by the Davis Lane sanitary sewer main are shaded
orange in Figure 1.
West Winds flow rate was based on a maximum total of 960 residential dwelling units and an
average flow rate of 320 gallons per residential dwelling unit per day. The 320 gallon/residential
dwelling unit/day figure is conservative. City design standards currently utilize 2.11
persons/dwelling unit and 89 gallons/day/person, and 150 gpd/acre for infiltration. West Winds
has requested sanitary sewer service for 960 units; to date in West Winds Phases 1 through 5,
590 units have been platted as well as a 5-acre community center within Phase 5.
Basis of Calculations
The calculations and recommendations within this report are based on the regulations set forth in
the City of Bozeman Design Standards and Specifications Policy and Montana Department of
Environmental Quality Circular 2. Calculations are provided in Appendix B of this report.
Conveyance Facilities
An overview of the proposed sanitary sewer layout for Phase 6 of the West Winds Planned
Community is shown in Figure 1. Eight inch diameter mains will serve Phase 6 of the
subdivision and connect to an 8"0 diameter main extended into the northwest portion of the
subdivision as a part of Phase 5 improvements from the intersection of Davis Lane and Baxter.

Phase 6
Phase 6 of the West Winds PUD is a 19-acre subdivision with 56 single-family lots on 8.489
acres, 4.365 acres of dedicated park lands and open space, and 6.156 acres of�paved streets. The
Phase 6 Preliminary Plat is included in Appendix D. Wastewater flows in the West Winds Phase
6 Subdivision will be collected via eight inch mains into two separate collection areas: the Far
West Sewer Trunk Line and the Davis Lane sever main. There will be no flow from industrial
plants, major institutions or commercial facilities into either sanitary sever collection system.
Service Area 1 --20"� Far West Sewer Trunk Main
Phase 6 wastewater flows within Service Area 1 (as delineated in Figure 1) will connect to
existing eight inch mains installed in 2007 as a part of the West Winds Phase 3 sanitary sewer
improvements. Fourteen (14) lots on 3.02 acres in the Phase 6 subdivision will connect to the
existing 8"� main that already sees flows from Phases 3 and 4; this 8"� main will also service
undeveloped upstream areas within Phases 4 and 5.
Using the City of Bozeman standard of 2.11 persons per dwelling unit, the City's design
generation rate of 89 gallons per capita per day, and the calculated peaking factor of 4.36 for
flow into Far West Trunk Sever, the estimated peak hourly flow for Phase 6 was calculated to be
0.018 cfs, or 1 1,905 gpd. This peak hourly flow rate is inclusive of an infiltration rate of 150
gallons/acre/day for the 3.02-acre service area (see Appendix B for calculations).
The sewer flows within Service Area 1 will be conveyed through 8" diameter PVC sewer mains
already installed aloncTT the centerline of the proposed street alignments; the mains generally flow
north and east, continuing through the previous Phase 2A parkland and ultimately connecting to
the 20"� Far West Sewer Trunk Main at the intersection of Santa Anna Court and Tschache
Lane. Using Manning's Equation and a minimum slope of 0.4%, the full-flow capacity of an 8"
main is 0.77 cfs, or 497,664 gpd. The peak hourly flow from Phases 3, 4 and 5 will flow at
approximately 45.34% of the 8" main capacity. well under the allowed 75% flow limit.
As previously mentioned, the sanitary sewer outfall connection for service area I of the Phase 6
Subdivision will be the 20"� Far West Sewer Trunk Main at the intersection of Santa Anna
Court and Tschache Lane, located in Phase 2A of West Winds Subdivision. Flows from the
Phase 6 subdivision will add approximately 11,905 apd to the previous flow of 504,750 gpd
from Phases I through 5 through the Far West Sewer Trunk Main for a total of 516,655 gpd or
0.799 cfs. This additional flow from the West Winds subdivision will account for 12.85% of the
Far West Sewer Trunk Main's maximum full flow.
Service Area 2 — 24"d Davis Lane Sever Main
The aforementio tied extension from Davis Lane services approximately 1 1.55 acres in the
previously-platted Phase 5 subdivision, 11.699 acres within Phase 6 subdivision, and the
remaining unplatted 19.965 acres of the West Winds PUD (future Phases 7 & 8).

Forty-two (42) single-family lots within Phase 6 will have sewer services connected to the
Service Area 2 that connects to the Davis Lane sewer main. Using the City of Bozeman standard
of 2.11 persons per dwelling unit, and the City's design generation rate of 89 gallons per capita
per day, the average flow rate was found to be 7,887.18 gpd. Applying the calculated peaking
factor of 4.26, the estimated peak flow directly from Phase 6 was calculated to be 33,580 gpd or
0.052 cfs. Incorporating an infiltration rate of 150 gallons/acre/day into the peak flows over the
16-acres within Service Area 2, and adding to the peak flow, a peak hourly flow rate was
calculated at 35,978 gpd or 0.056 cfs (see Appendix B For calculations).
The sewer flows will be conveyed through 8"0 PVC sewer mains located along the centerline of
the future proposed street alignments; the mains generally flow north and west connecting into
an existing 24"0 main at the intersection of Davis Lane and Baxter Road.
Taking into account flows from existing and future phases (5-8), the combined peak hourly flow
from all phases is estimated to be 107,974 gpd or 0.167 cfs. This flow will require
approximately 21.7% of the 8" main capacity, well under the allowed 75% flow limit. The same
flows account for 1.65% of the capacity of the 24"0 main within Davis Lane.
