Engineering Comments:
1. The applicant must contact the City of Bozeman Engineering Department (Brian
Heaston) for an analysis of cash-in-lieu of water rights. The transfer of water rights
or the payment of cash-in-lieu of water rights shall be provided in accordance to
Unified Development Code (UDC) Section 38.410.130, prior to site plan approval.
The Applicant has reached out to Brian Heaston for the cash-in-lieu of water
rights amount for this project. The Applicant will provide this payment. See
Section 4 for details.
2. A 10 foot utility easement for the proposed underground utilities for both the
sideyard and open space must be provided if one does not already exist. Structures
may not encroach on the easement. The easement must be provided using the City’s
standard language prior to site plan approval. Show all easements on the proposed
Site Plan.

3. If not already filed for the subject site, the applicant must provide and file with the
County Clerk and Recorder's office executed Waivers of Right to Protest Creation of
Special Improvement Districts (SID’s) for the following:
a. Street improvements to West Garfield Street including paving, curb/gutter,
sidewalk, and storm drainage
b. Street improvements to Fowler Avenue including paving, curb/gutter, sidewalk,
and storm drainage
c. Street improvements to Huffine Lane including paving, curb/gutter, sidewalk, and
storm drainage

d. Street improvements to West College Street including paving, curb/gutter,
sidewalk, and storm drainage
e. Intersection improvements for Huffine Lane and Fowler Avenue
f. Intersection improvements for Huffine Lane and West College Street
g. Intersection improvements for Fowler Avenue and West Garfield Street
The document filed must specify that in the event an SID is not utilized for the
completion of these improvements, the developer agrees to participate in an alternate
financing method for the completion of said improvements on a fair share, proportionate
basis as determined by square footage of property, taxable valuation of the property,
traffic contribution from the development, or a combination thereof. The applicant must
provide a copy of the filed SID waiver prior to site plan approval.
A copy of the filed SID waiver is located in Section 3.
Advisory Comments
4. The Engineer must provide information regarding onsite post-construction
stormwater Best Management Practices (BMPs) with the Site Plan application. The
Stormwater Division encourages the applicant to review the Montana Post-
Construction Storm Water BMP Design Guidance Manual (Manual) available at
www.bozeman.net/stormwater. The Manual provides detailed information regarding
innovative, space saving, and aesthetically pleasing industry standard practices
capable of meeting the City’s stormwater runoff and treatment requirements,
including bioretention, permeable pavement/pavers, extended detention, and
infiltration basins. Please contact the City’s Stormwater Division at (406)582-2270
or kmehrens@bozeman.net with questions.
A detailed Storm Water Grading and Drainage Plan that addresses Best
Management Practices for onsite post-construction storm water located in
Section 6, Appendices, A., Storm Water Design Report.
5. A stormwater drainage/treatment grading plan and maintenance plan must be
provided with the Site Plan application. The plan must demonstrate adequate site
drainage (including sufficient spot elevations), storm water detention/retention basin
details (including basin sizing and discharge calculations, and discharge structure
details), storm water discharge destination, and a storm water maintenance plan. The
approved stormwater maintenance plan must be incorporated into the Owners
Association Documents and submit a copy prior to site plan approval. If the
applicants proposes to utilize stormwater infrastructure and capacity that was created
with the subdivision, the applicant must submit the supporting sections of the
subdivision stormwater report with a site plan application.

Maintenance Manual are located in Section 6, Appendices, A., Storm Water
Design Report.
6. The applicant must prepare plans and specifications for any fire service line in
accordance with the City’s Fire Service Line Policy. The plans must be prepared by a
Professional Engineer and be provided to and approved by the City Engineer prior to
initiation of construction of the fire service or fire protection system. The applicant must
also provide Professional Engineering services for construction inspection, post-
construction certification and preparation of mylar record drawings. Fire service plans,
and domestic services 4” or larger, must be a standalone submittal, separate from the site
plan submittal. City of Bozeman applications for service must be completed by the
applicant.

7. Adequate snow storage must be indicated on the Site Plan prior to approval. Snow
storage located behind parking stalls in a development that provide only the
minimum required parking will not be considered sufficient.
A Snow Storage Analysis is located in Section 6, Appendices, C., Snow Storage
Analysis.
8. Ten feet of separation must be maintained from underground water and sewer
services and structure and major landscaping features, including trees and electrical
transformers.

9. The applicant must provide an estimate of the peak-hour sanitary sewer demand from
the proposed project with the Site Plan submittal. A licensed engineer must verify
the proposed sewer demand.
